About The Position

The Real Estate Assessor is responsible for managing the real estate division of the City of Hopewell, performing complex assessments of residential, commercial, and industrial properties. This role involves supervising appraisal staff, overseeing the appraisal process, and ensuring accurate property tax assessments while maintaining good public relations. The position requires a strong understanding of real estate appraisal principles and practices, as well as the ability to manage budgets and personnel effectively.

Requirements

  • Bachelor's degree in business administration, real estate, business management, economics, business analytics, or related field.
  • 10 years of experience in real property appraisal or assessment work, including 3 years of supervisory experience.
  • Advanced knowledge of CAMA software system ProVal and Assessment Administration software system Munis or similar.
  • CAE designation with the IAAO, MAI professional certification, or Certified Real Estate Appraisal License issued by Virginia.
  • Valid driver's license issued by the Commonwealth of Virginia.

Responsibilities

  • Supervises a city-wide real estate division, including work assignments, training, and performance appraisals.
  • Develops and monitors division budget preparation and expenditures.
  • Oversees appraisals of real estate properties for assessment purposes and maintains accompanying records.
  • Conducts field work related to reassessments and communicates value changes to property owners.
  • Conducts analyses for supplemental tax assessments and provides data for State auditors.
  • Serves as City representative to taxpayers regarding complaints and inquiries.
  • Keeps abreast of laws and ordinances and recommends changes to division policies and procedures.
  • Develops and implements the citywide real property appraisal system for equitable taxation.
  • Reviews appraisers' reports and inspects questionable cases for quality control.
  • Supervises the annual reevaluation of real property to ensure timely performance by assessment staff.
  • Addresses assessment problems and inquiries from the public and government agencies.
  • Maintains expertise in appraisal procedures, market trends, and construction costs.
  • Speaks before civic and professional organizations about the assessment process.
