About The Position

Under the direction of the Senior Real Estate Appraisal Deputy, the Real Estate Appraisal Deputy maintains accurate, equitable, and fair assessed values for all residential properties within Wayne Township by using established methods and guidelines provided by the State’s Department of Local Government Finance and the International Association of Assessing Officers. This position is Covered as defined by The Board of Commissioners of the County of Allen Employee Handbook.

Requirements

  • High School Diploma or GED with knowledge of the duties and responsibilities of Assessors in the State of Indiana including rules and regulations set forth by the State of Indiana and the Department of Local Government Finance (DLGF).
  • Level III Indiana Assessor-Appraiser license, or obtain Level II license within 6 months of hire and obtain Level III one and a half (1.5) years after receiving Level II license.
  • Bi-annual completion of continuing education to maintain Level III Indiana Assessor-Appraiser
  • Valid Driver’s License required while operating county owned vehicles, to perform on-site inspections
  • Strong computer skills with the ability to use Microsoft Office and other job related software including INcama, Laredo, LOW, Cost Tables and GIS maps
  • Knowledge of mandates by the State of Indiana and the Department of Local Government Finance (DLGF)
  • Strong verbal and written communication skills
  • Ability to use various office equipment including, but not limited to multi-line phone system, copier, fax, printer, digital camera, scanner, and calculator

Responsibilities

  • Conducts on-site visits to any parcel in Wayne Township that has been issued permits for new construction, improvements, or demolitions to ensure all data remains accurate.
  • Works within the Real Estate Appraisal team to complete on-site visits and detailed reviews of every parcel in Wayne Township within a four-year period as required for Cyclical Reassessment, collecting all information regarding land and structural improvements and correcting any interior and exterior features of each parcel.
  • Maintains up-to-date photographs of all structures and captures visible conditions issues as needed.
  • Verifies information and makes final validation determination for all real estate transactions within sixty (60) days of the sale to ensure data is accurate and reliable when used for both determining market trends and conducting sales comparison analyses.
  • Enters findings into CAMA (Computer Assisted Mass Appraisal) system for on-site inspections prior to the roll to the state of annual trending and ratio studies.
  • Researches, collects, processes, and maintains market data to be used for annual trending. Prepares and calculates neighborhood factors and applies those annual trending factors to each neighborhood to establish balance between assessed values and sales data using the methods prescribed by the Department of Local Government Finance (DLFG) and the International Association of Assessing Officers (IAAO).
  • Performs detailed analysis of individual properties at the request of the property owner using three prescribed methods of valuation (cost, income, and sales approach) and conducts preliminary hearings with taxpayers regarding property tax assessment appeals.
  • Communicates and educates appellants regarding procedures surrounding both the valuation and appeal procedures and guidelines.
  • Collects vital information as to the condition, use, and market value using a variety of methods including, but not limited to, detailed home inspections, direct sales comparisons, rental documentation, professional estimations of cost-to-cure, professional appraisals, and any additional information the taxpayer may provide.
  • Compiles data and findings from appeals in great detail and formally presents it to the Allen County Property Tax Assessment Board of Appeals (PTABOA) when an agreement cannot be reached.
  • Acts as an expert witness for the County Assessor and formally presents detailed findings during appeal hearings before the Indiana Board of Tax Review (IBTR).
  • Works with the County Auditor and County Assessor to interpret legal descriptions of parcels and accurately process land combinations and splits following deed updates.
  • Analyzes quality control reports to ensure all information, taxation caps, property classifications, and valuation methods are correct and consistent in multiple databases, researching and correcting any errors as needed.
  • Processes correction of error with the County Auditor as needed to refund taxpayer overpayment.
  • Answers telephone and determines the nature of the call, answering questions or directing to appropriate individual or agency. Assists taxpayers at counter, answering questions or directing to appropriate individual or agency. Assists taxpayers, realtors, tax representatives, disclosure preparers, and individuals from other government agencies regarding information about valuations, assessments, and many other general topics.
  • Assists the public with online tools developed by the Wayne Township Assessor’s office to help understand the property tax assessment processes, guidelines, and restrictions.
  • Navigates a variety of tax-related programs including, but not limited to, INcama, LOW, Laredo, Cost Tables, and GIS maps.
  • Builds, maintains, and updates a working knowledge of building construction requirements, costs, and the various laws, restrictions, and guidelines which surround them.
  • Assists the Records and Personal Property teams by fielding calls from recent buyers/sellers to help determine validity of sales and assists with on-site inspections to identify new and/or existing businesses. Reviews quality control reports to help ensure accuracy of other teams as needed.
  • Regularly attends continuing educational classes to maintain state required certifications and to obtain further and more in-depth knowledge of the tax assessment processes.
  • Regularly attends meeting within Wayne Township and with the Allen County Assessor to ensure all processes are being correctly followed and to brainstorm further ideas to streamline current procedures to become more consistent, uniform, and efficient.
  • Performs all other duties as assigned, including overtime as required.
