About The Position

Ensure a well-articulated, coordinated, and comprehensive support program for Homeless Children and Youth. Provide effective and knowledgeable leadership to campuses, districts, and charter schools. Provide direct care, appropriate professional development, and technical assistance to campuses/districts/charter schools.

Requirements

  • Master’s Degree preferred
  • Valid Texas teacher certificate
  • Team-oriented attitude and desire to work collaboratively with ESC staff, and campus/district/charter school personnel.
  • Strong organizational, communication, public relations, and interpersonal skills.
  • Technology competency levels are comparable to those required by the State Board of Educator Certification for all beginning teachers.
  • Knowledge of student behavioral and academic challenges, including current models for implementing effective programs to meet student needs.
  • In-depth knowledge of homeless children and youth (PreK-12) education programs, including federal McKinney-Vento statutory requirements and funding, state statutory requirements and funding, and best practices in Local Education Agencies.
  • In-depth knowledge of transition and graduation requirements.
  • In-depth knowledge of assessment and accountability systems and state and federal
  • Technical knowledge of College and Career Readiness Standards.
  • In-depth knowledge of data disaggregation and how to use the data to impact district/campus planning.
  • Three years of providing successful adult professional learning experiences
  • Demonstrated expertise in instructional design and adult learning theory, with a specific emphasis on andragogy.
  • Strong technology skills, multimedia presentations, and interactive assessments.
  • Ability to conduct research and incorporate findings into training design and delivery.
  • Successful experience in program development
  • Successful experience in an educational leadership position; experience in a supervisory position preferred
  • Experience providing direct care to students and/or families

Responsibilities

  • Actively participate in and/or provide leadership for inter-departmental teams to help improve student performance in the region, improve the ESC internal operations, and meet the established goals and objectives of the ESC.
  • Analyze available needs assessment data from regional, state, and national sources.
  • Participate in the collaborative development of a comprehensive plan for training, products, and services to meet regional needs.
  • Interface with TEA and Texas Education of Homeless Children and Youth (TEHCY) on a regular basis to support related programs within the region.
  • Develop quality training, products, and services for teachers and administrators on federal and state requirements, identification strategies, classroom support strategies, social-emotional learning supports, and effective use of community resources as related to homeless children and youth.
  • Provide guidance on best practices related to homeless children and youth, including data analysis and monitoring related to attendance, academic success, promotion/graduation requirements, and post-secondary planning.
  • Evaluate the impact of training, products, and services on student success.
  • Use metrics to drive continuous program improvement.
  • Incorporate best practices in instructional design and adult learning theory into all professional learning experiences, with a specific emphasis on andragogy.
  • Utilize advanced technology skills to create engaging and effective online learning experiences, including virtual simulations, multimedia presentations, and interactive assessments.
  • Conduct ongoing research to stay current on emerging trends and technologies related to professional learning and incorporate these findings into training design and delivery.
  • Collaborate with subject matter experts and stakeholders to ensure that professional learning content is accurate, relevant, and based on the latest research and best practices.
  • Participate in designated local, state, and national professional development activities and share information with ESC staff and appropriate regional personnel.
  • Assist with TEHCY Grant compliance reporting
  • Facilitate and collaborate with consultants to continuously implement, evaluate, and refine LEA’s support professional development programs.
  • Develop, deliver, and/or facilitate training sessions identified through needs assessments and client requests.
  • Coordinate, deliver, and monitor state-mandated professional development
  • Coordinate community partnerships and resources in support of LEAs and families
  • Build LEA capacity to collect, analyze and use data for Mc Kinney Vento students
  • Develop a Mc Kinney Vento framework to improve program implementation
  • Establish key performance indicators (KPIs) and metrics for each program initiative to measure success and progress.
  • Monitor and evaluate the performance of each program initiative regularly, conducting qualitative and quantitative analyses.
  • Ensure the performance management process is cyclical and iterative, promoting continuous improvement.
  • Provide feedback to program teams on their performance and identify areas for improvement.
  • Perform other duties as assigned.
