About The Position

Kitsap Mental Health Services (KMHS) is hiring an RCSP Counselor to support individuals re-entering the community after incarceration. This role is part of the Re-entry Community Safety Program (RCSP), which focuses on behavioral health care coordination, housing stabilization, and reducing recidivism. As an RCSP Counselor, you will serve as a bridge between the Department of Corrections (DOC) staff, community providers, and clients to facilitate a successful transition from custody to independence. Requirements

  • Bachelor’s Degree in Psychology, Sociology, social services, or a related field.
  • Entry level (minimum 1 year of job-related experience)
  • This position requires driving clients in a personal vehicle on behalf of the agency; therefore, the incumbent must meet agency driving requirements, including meeting the minimum age requirement of 21 years old, successfully completing a motor vehicle history check, possessing and maintaining a current, valid driver's license in the state of Washington, and having reliable, insured transportation.
  • Agency Affiliated Counselor Registration.

  • Experience in co-occurring disorders treatment, Assertive Community Treatment teams, correctional re-entry programs, or law enforcement.

Responsibilities

  • Engage in pre-release planning with DOC, including documentation review, virtual intake coordination, and linkage to KMHS services.
  • Within 30 days of release, assess client needs and connect them with KMHS programs and other essential services such as co-occurring treatment, medical care, and employment resources.
  • Provide individualized counseling focused on life skills development and long-term recovery.
  • Offer financial assistance to help meet clients’ housing and basic needs, ensuring stability and continuity of care.
  • Maintain regular, professional communication with DOC Community Corrections Officers (CCOs) regarding progress, critical incidents, and care needs.
  • Monitor compliance with court orders such as Less Restrictive Alternatives (LRAs); coordinate with CRT and legal partners for renewals or revocations as needed.
  • Participate in DOC and KMHS treatment team meetings to review client progress and refine care strategies.
  • Complete treatment plans, clinical documentation, and state-required reporting in a timely, accurate manner.
  • Activate crisis resources when needed, including the KMHS Mobile Outreach Team or Salish Regional Crisis Line.
  • Engage clients approaching the 60-month benefit limit in ongoing community-based supports.
