About The Position

The Raw Water Operations Supervisor is part of the Water & Sewer Department and reports to the Deputy Director of Water Resources.  The supervisor leads a crew of field staff to develop, manage, and maintain Greeley's non-potable water system. The non-potable system consists of 40+ pump stations, 17 + miles of pipeline, city owned ditches, and other conveyances, wells, and multiple storage reservoirs. It provides approximately 10% of the water used within the City and nearly all of the water used for city parks and golf courses. The position oversees all aspects of the non-potable system operations; develops, monitors, and maintains budgets, and collaborates with engineering staff on the system rehabilitation and replacement program. The position manages key city resources that is planned to expand significantly over the next 10 years with new pipelines, pump stations, and storage reservoirs.

Requirements

  • Specialized training beyond high school normally gained in a program of less than 18 months duration
  • Current, valid Colorado Class A CDL
  • Five (5) years of experience with pumps and electrical equipment
  • OR
  • A combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.
  • AND
  • Possession of a valid driver’s license.

Nice To Haves

  • Certification or specialized field training of 18 months in electrical or pump maintenance
  • Three (3) years of supervisory experience
  • Prior experience within an irrigation ditch system, water management of large turf areas, or a municipal non-potable system

Responsibilities

  • Develop, manage, and maintain the non-potable budgets through water allocation management, measurements, data collection, and maintenance schedules. Knowledge of the non-potable system and interconnections. Frequent pump station inspections. Maintain landscaped areas of City owned non-potable assets.
  • Manage and operate equipment to maintain landscapes and ditches.
  • Supervise and manage contractors in the maintenance and rehabilitation work for the city's non-potable system.
  • Customer Relations: Work with internal and external customers including engineers, developers, contractors, and consultants. Develop, maintain, and establish new non-potable potential customers and sites. Educate and inform management of new growth opportunities. Assist management with development and implementation of the Non-Potable Master Plan.
  • Develop and implement employee schedules
  • Administration duties such as processing invoices and auditing visa transactions, time sheets, expenditures, and exercising budget authority.
  • Coordinate reviews of public and private development projects with impacted ditch companies. Reviews must be provided to appropriate ditch companies and follow up with to ensure ditch operations are not impacted by development. Comments must be compiled and returned to Community Development or the City Project Manager in a timely manner.
  • Complete annual appraisals and training schedules.
  • Establish and maintain a collaborative team of field staff and provide opportunities for professional growth.
  • Must be able to work within the city's development management software.
  • Able to interpret and provide comment on construction plans in relation to the ditch systems and non-potable infrastructure.
  • Communication: Pump station purchases of parts, assisting in creating and ditch and non-potable line saver in GIS, assist inter-departmentally with ditch issues, answer phones, advising on non-potable rules and regulations and negotiating on behalf of the City
  • Problem solving: Incumbent is expected to solve a variety of problems in situations where there are substantially diversified procedures, specialized standards, and only limited standardization. Changing priorities or differing situations require the incumbent to consider which among many procedures should be followed in what sequence to achieve the required job results. Requires reasoning to produce a practical course of action within the established process. Choices fall within the range of specified, acceptable standards, alternatives and technical practices.
