About The Position

The Rates & Forms Specialist is responsible for managing all title insurance rate filings, policy forms, endorsements, and related regulatory approvals across multiple states for Alliant National Title and Golden Dog Title & Trust. This role ensures that all products, rates, and forms offered by the Company are fully compliant with state insurance laws and approved by the applicable Departments of Insurance (DOIs). In addition to regulatory filing responsibilities, this position serves as the content owner and compliance authority for the distribution of approved rates, rules, and forms to third-party closing production software platforms The role partners closely with Technology to support accurate and timely implementation, while retaining accountability for regulatory accuracy and release approval. The position acts as a key liaison among Regulatory Compliance, Actuarial, Product, Technology, and State Regulators, supporting both ongoing operations and new product or market expansion initiatives.

Requirements

  • 3–7 years of experience in title insurance rates & forms, regulatory filings, or insurance compliance
  • Direct experience filing rates and forms with state Departments of Insurance
  • Strong understanding of title insurance policy forms, endorsements, and rate structures
  • Demonstrated ability to manage complex, multi-state regulatory requirements
  • Exceptional attention to detail and documentation discipline

Nice To Haves

  • Experience working at a title insurance underwriter (strongly preferred)
  • Familiarity with actuarial support for rate filings
  • Experience coordinating rate and form implementation in closing or underwriting software systems
  • Paralegal, compliance, or insurance designation a plus

Responsibilities

  • Prepare, file, and maintain title insurance rate filings with state Departments of Insurance
  • Draft, update, and manage policy forms, endorsements, riders, rules, and manuals
  • Track state approvals, objections, and implementation timelines
  • Maintain strict version control and historical records of all approved rates and forms
  • Serve as a primary point of contact with state insurance regulators regarding rates and forms
  • Respond to DOI inquiries, objections, and market conduct questions related to filings
  • Monitor changes in state statutes, regulations, and DOI guidance affecting rates, forms, or endorsements
  • Act as the single source of truth for approved rates, rules, and forms distributed to: Closing production software platforms Internal underwriting and operations systems
  • Coordinate the transmission of approved content to Technology and third-party vendors
  • Validate regulatory accuracy, state specificity, effective dates, and versioning prior to release
  • Serve as the compliance sign-off authority for production system updates related to rates and forms
  • Partner with Technology on: Technical implementation and testing Vendor integration and deployment timelines Issue resolution related to rate or form discrepancies
  • Ensure that rates and forms available to end users exactly match DOI-approved filings
  • Partner with Actuarial on rate calculations, actuarial memoranda, and regulatory support
  • Coordinate with Product and Underwriting on new product development and revisions
  • Work closely with Licensing & Compliance to ensure regulatory authority aligns with filings and system availability
  • Collaborate with Technology to support controlled, compliant releases into production environments
  • Support regulatory due diligence for entry into new states
  • Assist in developing filing strategies, timelines, and implementation plans for new products and endorsements
  • Ensure operational and system readiness following DOI approval
  • Maintain regulatory filing calendars, release logs, and implementation tracking tools
  • Ensure internal teams and external partners use current, approved rates and forms
  • Support DOI examinations, audits, and market conduct reviews related to rates, forms, and system usage
  • Assist in developing and maintaining written procedures governing rate and form releases
