About The Position

Under limited supervision, this position serves the visitors of the City of Boulder’s Open Space and Mountain Parks by supervising a Ranger team that provides public safety, natural resource management, and environmental education through law enforcement and visitor contacts (both educational and informational). Leads, directs, and supports the Ranger team during law enforcement calls, emergency medical response, and search and rescue response. Proactively patrols and responds to calls for service ensuring work is performed in accordance with departmental rules and regulations, city ordinances and policies, as well as state and federal laws. Works proactively with the community, partner agencies, and visitors to provide exemplary customer service.

Requirements

  • Ability to operate as an effective team member, including the ability to work professionally with co-workers, other city employees and partner agencies.
  • Ability to make immediate, sound decisions on a routine basis, under stress, and often without assistance.
  • Ability to carry a loaded firearm in a law enforcement capacity, pass regular firearm qualifications for multiple firearm systems, and use physical force and/or lethal force if justified in terms of existing laws, policies, and procedures.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to work independently; during contacts, assigned calls, and patrol.
  • Ability to plan, coordinate, and supervise projects and field work to meet departmental priorities.

  • Bachelor’s degree from an accredited college or university.
  • Eight (8) years of related experience may substitute for the education requirement only.
  • At least five (5) years of industry experience in any related ranger service or natural resource field (e.g.: public Safety, resource protection, emergency services, education).
  • Current P.O.S.T. certification for Colorado, or another state and successfully challenge P.O.S.T within 3 months of hire.
  • Must successfully complete of the 40-hour Field Training Officer (FTO) course within one (1) year of hire.
  • Must obtain NWCG Wild Land Fire Fighter Type II within one (1) year of hire.
  • Must obtain Emergency Medical Responder certification within one (1) year of hire.

  • Skill as a P.O.S.T. certified skills instructor (Firearms, Driving, Defensive Tactics), or related skills instructor for other federally or state recognized discipline.
  • Skill and experience with ICS during emergency services and law enforcement incidents.
  • Skill in project management training/certification and/or demonstrated ability to coordinate complex projects.
  • NWCG Wild Land Fire Fighter Type II or higher certifications
  • Patrol Rifle Operator Certification
  • Certified Interpretive Guide (CIG) certification or NAI certification.
  • Training or certification in Crisis Intervention Training (CIT) or related certification/training.
  • Emergency Medical Responder certification or higher level of medical certification, and experience in a pre-hospital setting.
  • Bachelor’s degree from an accredited college or university in a preferred field of natural resource management, forestry, environmental science, biology, ecology, criminal justice, or other closely related field; and history of progressively responsible experience in Ranger services, natural resource management.

Responsibilities

  • Provides day-to-day direction and evaluation of employees performing enforcement, emergency services, resource management, interpretive and project management duties.
  • Develops schedules, assigns work, and reviews written reports and forms.
  • Offers advice and assistance in the performance of duties, shares information, and provides orders and instructions.
  • Ensures that assigned work is completed in compliance with department rules and regulations and in accordance with the law.
  • Supervises and coordinates the work of Rangers, both commissioned and non-commissioned, ensures proper procedures are followed and that work is performed in a competent, professional, and timely manner.
  • Knows, and complies with, and enforces all city and department policies; participating in professional training and development; and adhering to attendance and workplace attire policies.
  • Uses problem solving skills, creativity, and innovative approaches to help staff identify community concerns; presents options for courses of action; identifies resources; plans for implementation of desired changes.
  • Instructs Rangers in the resolution of difficult problems and situations.
  • Responds to complaints and reports of emergencies and determines the need for appropriate department response.
  • Develops and models standards for customer service and naturalist skills that foster appreciation of OSMP use to sustain the land’s natural values for current and future generations.
  • Performs rotating on call duties for 24/7/365 staff needs and incident response.
  • Performs supervisory tasks such as hiring, terminations, promotional processes, performance evaluations, training, general investigations of complaints against officers, disciplinary actions, and the completion of related personnel procedures for assigned direct reports.
  • Ensures successful completion of all required certifications for employees, including P.O.S.T., EMR (or higher-level medical training), Wildland “Red Card”, CJIS, and other certifications.
  • Coordinates and provides ongoing training to ensure proper interpretation of laws and court rulings, enforcement actions, interpretive/educational skills are current and consistent with best practices.
  • Coordinates training with Boulder Police Department and other partner agencies.
  • Recommends changes to policies and standard operating procedures based on analysis of patrol needs and changes to codes and laws.
  • Provides project coordination support to staff involved in policy related review and content creation.
  • Reviews the record keeping system for public contact and enforcement activities and analyzes those data to identify problems, prioritize patrol, and officer performance.
  • Provides on-site leadership to Ranger staff responding to critical incidents, including serving as the liaison to other responding agencies, as appropriate.
  • Coordinates Ranger fire response activities with the OSMP Wildland Fire Senior Program Manager.
  • Provides operational oversight of Ranger response to wildland fire incidents.
  • Builds positive working relationships with peers in other agencies with whom the Rangers regularly collaborate.
  • Performs related duties as required to meet the needs of the city.
  • Reports all accidents and damage to city property.
  • Performs pro-active patrol by foot, vehicle, other approved means on OSMP trails and properties as a Peace Officers Standards and Training (POST) certified Ranger.
  • Contacts OSMP visitors for law enforcement, educational or medical purposes to ensure visitor safety and resource protection.
  • Enforces state and local laws including issuing summons and warnings.
  • Takes appropriate action to protect lives, property, and natural resources.
  • Works to resolve crisis situations using the least amount of force required to de-escalate the incident.
  • Interacts with the public while on duty to provide information on natural history, management policies, and visitor opportunities.
  • Conducts back country hiking patrols, including wildlife closure areas, and climbing areas.
  • Monitors emergency communication center radio traffic and responds appropriately to calls for service including medical, search and rescue, fire, investigations of law enforcement violations, and general complaints.
  • Coordinates interagency parks law enforcement issues, including liaison with the police and sheriff's department along with the city and district attorney's offices.
  • Maintains daily patrol logs through Ranger technology applications.
  • Thoroughly prepares written reports and follows all laws regulating body worn camera video and data collection involved in law enforcement contacts.
  • Maintains confidentiality and professionally testifies in court regarding law enforcement duties.
  • Must be a credible witness.
  • Supports training of seasonal or temporary workgroup employees.
  • Maintains proper upkeep of assigned equipment, including patrol vehicle, assigned computers, field gear, multiple weapons systems and Body Worn Cameras.
  • Assists and supports new Limited Commission Rangers through a 4-week course, as necessary as a Field Training Officer.
  • Assists and supports as a Field Training Officer for new POST certified Rangers through a 12-week Field Training Officer (FTO) program as necessary; ensuring that staff are trained and skilled in all aspects of their patrol and law enforcement performance.
  • Coordinates Search and Rescue (SAR) missions as a member of a multi-jurisdictional team and may independently lead emergency response missions.
  • Applies expert knowledge of OSMP system to direct and lead resources in emergency situations.
  • Provides appropriate medical care up to individual level of medical certification, a minimum of Emergency Medical Responder.
  • Follows Boulder County EMS Protocols and provides appropriate, professional medical care in all situations and up to and including life threatening injuries and illnesses.
  • Performs local wildland fire suppression on OSMP property and throughout Boulder County, including coordination with other agencies.
  • Analyzes and implements appropriate action with healthy, sick, injured, or deceased wildlife, working with partner agencies.
  • Performs minor repairs or summons help to remedy unsafe field conditions or land management problems that need immediate attention.
  • Coordinates with other OSMP workgroups and other local agencies to design and implement solutions to issues identified on OSMP property.
  • Locates and organizes resources needed to implement strategies.
  • Consistently shares information with other agencies and department members.
  • Monitors conditions, uses patterns, and events as subject matter experts on OSMP properties that are damaging to the natural resources, and takes appropriate action to address the issue, collaborates with OSMP resource staff to address identified issues.
  • Monitors and documents damage or unsafe conditions of OSMP facilities.
  • Performs related duties as required.
  • Provides educational and interpretive services while on patrol and through programming.
  • Develops and conducts environmental education programs for the general public, organizations, special use groups and educational institutions.
  • Supports public education and outreach activities of Open Space and Mountain Parks Department, including youth learning programs.
