About The Position

The Range Facilitator supports NSWCEN’s Range Department in executing day to day facility requirements, real property accountability, and capital project planning across the Coronado range complex. The role develops and maintains facility inventories, prepares and tracks facility project packages (e.g., SARs, DD1391s, MILCON-related), and produces life cycle management plans (LCMPs) for facilities and equipment. The analyst also participates in coordination meetings, assists with documenting/reconciling expenditures, and supports agreements (MOAs/ISSAs) that enable NSW training at the ranges.

Requirements

  • Experience: Minimum 5 years project management experience within the last 10 years
  • Experience: Minimum 8 years facilities maintenance/management within the last 10 years (Navy CEC, USACE, and/or NAVFAC experience qualifies and may contribute toward total years)
  • Clearance: Secret (or interim within 30 days)
  • License: Valid state driver’s license; provide copy within 15 days of award/hire
  • Operate government vehicles (trucks/vans);
  • Uphold professional standards: strong work ethic; excellent verbal/written communication; attention to detail; ability to work independently; ability to write correspondence in military format; comply with applicable Federal/DoD/Navy/USSOCOM policies
  • Computer proficiency: MS Office (Word, Outlook, Excel, PowerPoint); data entry/maintenance; cross referencing; data retrieval/analysis for trends and reporting; research to resolve issues
  • Complete required training and provide certificates
  • Provide Monthly Progress Report (tasks, travel, issues; include FTE hours by support category)
  • Safeguard Government equipment/information; adhere to physical security; minimize service impacts during personnel changes
  • Security/CUI: comply with DD254; NIPR/SIPR workstation access requirements; base access; report incidents/breaches
  • Safety & Drug Free Workforce: random testing, reporting of mishaps, and compliance with FAR 252.223 7004
  • Ability to operate government vehicles (trucks/vans) incident to duties; maintain valid driver’s license and required insurance
  • Ability to obtain/maintain base access/CAC and, if required, NIPR/SIPR workstation access
  • Ability to complete required training and comply with safety/drug free workforce policies

  • Familiarity and prior work with Naval Special Warfare (NSW)
  • Project management certification

Responsibilities

  • Assist the Range Department with daily facility requirements and coordination
  • Develop/maintain accurate inventory/accountability of range complex facilities, real property, and improvements
  • Support development of facility project packages (e.g., Site Approval Requests (SARs), estimates, DD1391s) and assist with project prioritization
  • Support facility requests/documentation (routine work requests, MILCON)
  • Monitor current/future facility projects; support planning of future facility requirements
  • Develop Life Cycle Management Plans (LCMPs) for facilities/equipment
  • Attend meetings with Range Director/Deputy/Facilities Officer as required
  • Assist with documenting/reconciling monthly requests and expenditures
  • Assist with reviewing/developing MOAs/ISSAs as required
