Raytheon’s Naval Power (NP) Strategic Business Unit is seeking an exceptional leader to serve as the Rolling Airframe Missile (RAM) Test Equipment (TE) Project Manager (PM). This role will spearhead a newly formed TE Project organization driving performance, cost, and schedule for cutting-edge test equipment solutions that support the RAM program’s mission to deliver advanced missile and launcher systems to U.S. and allied navies worldwide. Collaborating with talented leaders, you’ll guide integrated product teams (IPTs) to meet the surging demand for RAM systems while fostering career growth and innovation. This is an onsite role based in Tucson, Arizona. Candidate will move under the NP Business Execution Lead within the NP Engineering Program Managers organization.

Requirements

  • Typically requires a Bachelor’s in Science, Technology, Engineering, or Mathematics (STEM) and a minimum of ten years of prior relevant experience.
  • Experience in one or more of the following areas: System Design, Hardware, or Software development spanning multiple disciplines (Power, Infrared systems, RF, Analog, Digital).
  • Experience in TE Engineering, Engineering Development Processes, and Gate Reviews.
  • Experience with project/program execution leading teams of cross-functional disciplines.
  • Experience communicating and collaborating at the portfolio PM and CE level.
  • Active and transferable U.S. government Secret issued security clearance is required prior to start date.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Nice To Haves

  • Knowledge of the RAM products.
  • Advanced degree in STEM.
  • Experience in large programs, defined as $80M+ and 50+ indirect employees, execution and production support .
  • Experience with international customers, partners and sites and a background in export process compliance .
  • Proven background in test system design and development supporting full product development life cycle .
  • Expert knowledge and experience leading a multi-disciplined team
  • Experience with EVMS and development & management of budgets, EACs, and proposals.
  • Certified Program Manager Level 5, or willingness to achieve within first year from hire.

Responsibilities

  • Define organizational strategies, objectives, and behaviors to align with increasing production rates.
  • Attract leaders and staff to fill roles within the organizational structure required to execute strategy and objectives.
  • Identify critical program needs in response to production TE issues while working with technical leaders to minimize production TE down time.
  • Provide guidance, coaching and management leadership across the product portfolio.
  • Accountable to the Program Management Office for cost, schedule and performance of program and capital TE projects
  • Provide program and process oversight to the portfolio programs through the planning and leadership of project design reviews and peer reviews, including program briefings to internal and external customers.
  • Provide management oversight and direction to organization’s technical leaders.
  • Responsible for initiating/reviewing/approving proposals; overseeing financial health of TE program activities; utilization of Earned Value Management System (EVMS) techniques to assess program execution.
  • Interface with the Portfolio Senior Leadership team to communicate TE contracted program execution, status, mitigation to barriers and alignment to overall portfolio products goals and needs
  • Oversee and help coordinate/prioritize TE staffing needs.
  • Initiates and oversees TE Engineering One Page process tailoring for Program TE projects.
  • Mentor/Coach TE IPTs and Project leads.
