About The Position

Maryland Department of Labor is currently accepting applications from qualified candidates for the position of Railroad Inspector I within the Division of Labor and Industry, Safety Inspection Unit. Performs regulatory inspections and monitors all railroad carriers operating within the State of Maryland to reduce railroad related accidents, injury, deaths and property damage. This position enforces regulations under current Railroad Safety and Health Annotated Codes of Maryland, COMAR 09.12.91 and current CFR Codes issued by the Federal Railroad Administration (FRA).

Requirements

  • Graduation from an accredited high school or possession of a high school equivalency certificate.
  • One year of experience performing railroad safety or regulation compliance inspections related to track, motive power and equipment, operating practices or signal and train control.
  • Note: These requirements are determined by the Federal Railroad Administration (FRA) in accordance with FRA requirements for admission to the federal training program which leads to certification as a Railroad Safety Inspector.

Responsibilities

  • Conducts scheduled and unscheduled inspections and re-inspections ofinterstate and intrastate railroad carriers, private industries, excursion railroads (i.e. Western Maryland Scenic Railroad, B&O Railroad Museum)for the purpose of enforcing and promoting compliance with State and Federal Regulations.
  • Issues condition reports, and civil penalties (if warranted) notifying railroad carriers, private industries and appropriateregulatory agencies of railroad safety standards, deficiencies and violationswhile advising them if the need for remedial actions are necessary.
  • Meet withthe Chief Inspector, rail carrier employees, labor organizations and State andFederal regulatory agencies to discuss and recommend possible solutions toassure compliance.
  • Overnight stay and travel as required.
  • Investigates railroad accidents/incidents in order to determine if their probable cause was due to track related failure.
  • Prepares detailed narrative reports to document the findings of investigations and related inspections.
  • Issues condition reports, and civil penalties (if warranted).
  • Overnight stayand travel as required.
  • Attend State of Maryland and FRA conferences and training courses toremain cognizant of changes in State of Maryland and Federal regulations toensure uniform and accurate application and enforcement.
  • Stays current with standard and modern technology of track design.
  • Overnight stay and travel as required.
  • Process and submit State and Federal inspection reports, daily reports, MDTime and travel vouchers.
  • Performs other RS&H duties as assigned.
