About The Position

PEMCCO is seeking a Rail Systems / Track Subject Matter Expert to provide senior advisory, technical review, and escalation support on complex rail systems and trackwork issues beyond routine design or inspection decisions. This role supports special trackwork, atypical deterioration patterns, ride‑quality concerns, standards interpretation, maintenance optimization, and interdisciplinary problem‑solving in active rail operating environments. PEMCCO, Inc. is an integrated Information Technology, Information Management (IT/IM), Systems Engineering, and Technical Services firm supporting infrastructure, transportation, and capital program delivery environments. In support of transit clients, our teams provide multidisciplinary support across trackwork engineering programs, including field inspection, data analytics, construction coordination, and capital program support functions. Requirements

  • Bachelor’s degree in Engineering or related technical field.
  • Minimum fifteen (15)+ years of relevant rail/transit experience.
  • Demonstrated expertise in track systems, maintenance engineering, rail capital delivery, or independent technical review.

Nice To Haves

  • PE license preferred; Maryland preferred.
  • Experience with MTA, WMATA, commuter rail, freight, or other complex operating rail systems.
  • Experience with standards development, technical audits, or independent design review.

Responsibilities

  • Provide senior technical oversight and independent judgment for complex trackwork, rail systems, and system-interface challenges.
  • Review and advise on engineering recommendations involving special trackwork, maintenance strategies, component performance, modernization approaches, and rehabilitation options.
  • Support root-cause analysis of recurring defects, poor ride quality, unusual wear, stray current concerns, or accelerated degradation of rail assets.
  • Advise on standards interpretation, technical criteria, and component-selection considerations affecting long-term maintainability and performance.
  • Support high-level technical quality reviews of reports, drawings, specifications, analyses, and field findings.
  • Assist in resolution of complex issues involving multi-discipline coordination, operational constraints, or construction impacts.
  • Support research and recommendations on new track components, technologies, and materials that may reduce maintenance expenditures or improve system performance.
  • Provide technical mentoring and coaching to engineers, inspectors, and support staff.
