About The Position

Under general supervision, plans, organizes, and implements the maintenance of assigned rail right-of-way property. Schedules and assures that maintenance operations are conducted in a cost efficient and timely manner. Schedules and supervises day-to-day contractor activities and contracts. This is a non-exempt position in Salary Grade 185: Min $38.71 - Mid $46.24 - Max $53.76 per hour. The starting salary will be within this range based on qualifications. The position will remain open until a candidate is selected.

Requirements

  • Any combination of education and experience equivalent to a bachelor's degree in a related field with a minimum of three years of experience or associate's degree with a minimum of five years of related experience or high school diploma with a minimum of seven years of related experience.
  • Requires a minimum of three years of right-of-way property maintenance experience, including supervisory and contract experience
  • A valid Class C California Driver's License and good DMV record.

Responsibilities

  • Under the direction of the manager, supervises the contract that ensures all right of way property maintenance functions are performed. Oversees contractor work crews including assigning work, resolving problems, and preparing reports of activities. Monitors the work of contractors to ensure compliance with contracts and quality of work meets standards.
  • Conducts inspections of right-of-way properties under all weather conditions. Identify issues of concerns and makes recommendations to management or referrals to work groups having responsibility.
  • Implements short- and long-term vegetation, security, and safety maintenance-of-way plans.
  • Administers contracts for Right of Way (ROW) maintenance. Ensures full compliance with Federal Railroad Administration, California Public Utilities Commission, OC Streetcar, and Southern California Regional Rail Authority safety rules and regulations.
  • Review of contractor's invoices. Verify invoices are correct, documentation for expenses is adequate and reasonable, and labor and expense billing rates are consistent with contract requirements.
  • Conduct initial visual inspections for Agency to incidents affecting agency owned and adjacent properties. Report finding or issues to management in a timely manner.
  • Provide daily reports of activities for tracking purposes and invoice reconciliation.
  • Coordination with other departments-Capital Programs, Metrolink Operations, Real Property-raises issues in the field that could impact service and projects.
  • Establishes and maintains effective working relationships with adjacent property owners, tenants, code enforcement, police, fire, public works, SCRRA, Orange County Sheriff's Transit Police Services personnel and city personnel.
  • Analyzes problems and develop cost effective solutions for corrective maintenance and repair.
