About The Position

The Rail Field Operations Supervisor with minimal supervision is responsible for ensuring safe and efficient rail operations by proactively supervising and training train operators. Duties include instructing rail operators on policies and procedures, conducting trip evaluations, administering corrective action as needed, completing employee safety compliance checks, operator proficiency ride checks, mentoring and motivating employees to meet or exceed Rail Division standards. Rail Field Operations Supervisor will monitor vehicle operations to include on-time performance, will conduct operator fitness for duty checks, and will investigate, Light Rail Vehicle (LRV), passenger and employee accidents/incidents. Must be able to communicate in a clear and concise manner and be able to complete detailed written accident and incident reports. Rail Field Operations Supervisor is responsible for monitoring and reporting any potential safety or customer service issue at all appropriate rail facilities, including but not limited to, signals, railways, station platforms, structures, and equipment. Independent judgment is required in solving problems related to the safe and efficient operations and during potential emergencies on the mainline and at station platforms. Rail Field Operations Supervisor will be called upon to operate light rail vehicles and to provide support in other areas of Charlotte Area Transit System (CATS) during emergencies and special events. This position reports to the Rail Transportation Manager Operations Division. Rail Field Operations Supervisor may be required to work on various shifts to include evenings, weekends, and holidays and required to periodically work beyond forty hours per week.

Requirements

  • Graduation from a two-year college or university with major course work in Transportation, Business Management, Urban Planning, Public Administration or Business Administration or a field related to department’s operation or a high school diploma with five years’ experience.
  • Must have a current DOT Card, and a valid Class B CDL with a Passenger endorsement.
  • A good driving record (less than 6-points) from any State and the ability to attain a North Carolina driver’s license within the timelines outlined by the State of North Carolina.
  • Candidates must pass a written test to demonstrate knowledge in regard to areas listed under responsibilities in order to be considered

Responsibilities

  • Supervises Train Operators assigned to light rail vehicle operation; supervises the movement of trains in the rail yards and on the mainline.
  • Monitors the operation of vehicles and performs troubleshooting techniques to determine the nature of rail vehicle defects, reports problems to proper authority for resolution.
  • Observes arriving and departing rail vehicles for on time performance, proper display of visual signage, exterior and interior vehicle defects; corrects minor problems; reports defects, delays or violations of operating rules and procedures.
  • Responds to emergency conditions on mainline, station platforms and to all rail facilities as required.
  • Operates rail-switches and other systems as required.
  • Provides roving supervision and inspection of the rail and streetcar line systems, station platforms, station structures, and equipment. Report abnormal conditions affecting mainline service. Completes station inspection forms.
  • Performs periodic checks of Train Operator’s knowledge of operating and safety rules and procedures; assists in the training of Train Operators and Supervisor staff in operating rules and vehicle operation. Conducts operator fitness for duty checks, ride checks and safety audits.
  • Maintains a working knowledge of passenger vehicle, rail yard, mainline, stations, terminal and Rail Dispatch operations.
  • Investigates passenger, employee or rail vehicle accidents, reporting information to the Rail Operations Control Center, prepares detailed reports concerning accidents and makes recommendations for improvements.
  • Investigates complaints, takes correction actions, and provides feedback to the customer. Prepare disciplinary actions and commendations, evaluates operator’s daily performance, and provides Rail Dispatch with input and detailed information on operators for preparation of performance evaluations.
  • Provides operators with periodic performance feedback, conducts safety conversations and operator spot checks. Reports system status and provides updates to ROCC communicating via two-way radio.
  • Operate supervisor motor vehicles in a safe and efficient manner. Assume the role of on-scene commander during Rail/Streetcar emergencies.
  • Complies with and enforces all applicable safety regulations and policies set forth by the City of Charlotte, CATS, OSHA, FTA, FRA, and NCDOT. Directly support continuous implementation and compliance of the North Carolina Department of Transportation (NCDOT) State Safety Oversight Program Standards (SSOPS) and Federal Transit Administration (FTA) regulations 49 CFR Part 673 and 672 related to the Safety Management System (SMS) and the CATS Agency Safety Plan (ASP). Support Safety performance goals of CATS. Encourage employees to proactively support and report safety concerns following the CATS Safety Reporting options as described in your training and in the ASP. As part of your responsibility to support the CATS Safety Culture, report safety concerns and issues through the various methods established by CATS as outlined in the ASP. Advocate and promote a strong safety culture within CATS with regard to transportation services, capital programs, facility operations and maintenance, worksite procedures, employees, and customers following SMS and ASP. Participate in internal and external ASP audits. All other job-related duties as assigned.
