Technical Project Manager (NTN subsystems) Job Summary We are seeking a highly skilled Technical Project Manager to lead a strategic Non-Terrestrial Network (NTN) project, collaborating closely with an external NTN customer. This role is pivotal in delivering heterogeneously integrated communication radio subsystems that meet stringent customer specifications for performance and qualification standards. NTN technology is a cornerstone of next-generation connectivity, enabling 5G/6G expansion beyond terrestrial limits and supporting satellite-based communications for global coverage. The successful candidate will manage technical requirements, coordinate cross-functional teams (customer, IST, Labs, TOF), and ensure timely delivery of complex integrated solutions that position Keysight to meet performance, schedule and cost goals.

Requirements

  • B.S., M.S., or Ph.D. in Electrical Engineering or related field
  • 8-10+ years of applicable engineering experience in RF/microwave, integrated communication radio subsystems or satellite-based communications
  • 3–5+ years in technical project management for advanced communication systems or integrated subsystems
  • Proven track record of delivering complex projects involving RFICs, modules, and heterogeneous integration
  • Strong understanding of RF/microwave communication systems and packaging technologies.
  • Familiarity with qualification standards for telecom or aerospace-grade systems.
  • Excellent leadership, communication, and interpersonal skills.
  • Ability to work autonomously in a fast-paced environment and drive results.

Responsibilities

  • Partner with external NTN customer to refine system-level requirements aligned with Keysight’s heterogenous integration platform capabilities while maintaining performance, schedule and cost targets
  • Translate customer specifications into actionable technical requirements for internal design and integration teams.
  • Develop and maintain detailed project plans, schedules, and milestones for subsystem delivery, working closely within Labs and ensuring end-to-end alignment with IST and TOF organizations
  • Coordinate activities across design, packaging, fabrication, and test teams to ensure seamless integration of heterogeneous technologies into customer radio units.
  • Work with technical leaders in Labs to drive the development of this multi-technology integration (e.g., RFICs, SiPs, packaging)
  • Ensure compliance with customer qualification standards and performance metrics through rigorous validation and testing and communicate any trades early with Keysight and to the customer.
  • Identify technical and schedule risks early and implement mitigation strategies.
  • Provide clear and consistent communication of project status, risks, and deliverables to internal stakeholders and external customers.
  • Support the evolution of NTN solutions as a critical enabler for global 5G/6G networks and emerging satellite communication ecosystems.
