About The Position

The Quality Responsible Engineer (QRE) is accountable for ensuring end-to-end quality assurance and quality control across assigned critical equipment packages for an FPU project. This role ensures that package quality requirements are clearly defined, embedded into procurement and execution, verified through surveillance and testing, and delivered with complete, accurate documentation (Manufacturing Record Book / Dossier) to meet client specifications, applicable codes/standards, and project quality objectives. This position is a key integrator between engineering requirements, vendor manufacturing, inspection/testing, and final handover, ensuring right-first-time delivery, minimal rework, and robust closure of quality issues. The QRE's responsibilities span from early engagement in quality planning and requirements definition, through supplier quality management and vendor surveillance, to inspection, testing, FAT execution, nonconformance management, and comprehensive documentation and handover. The role also involves significant interface management with various project teams and ensuring compliance with project quality plans and regulatory requirements.

Requirements

  • Degree/Diploma in Mechanical / Electrical / Instrumentation / Materials / Quality Engineering (or equivalent).
  • 8–15+ years in EPC oil & gas project execution, with package/vendor quality management experience.
  • Strong working knowledge of QA/QC tools, inspection methods, and dossier requirements.
  • Familiarity with relevant industry standards (as applicable to packages): API, ASME, ASTM, IEC, ISO, NACE/ISO 15156, etc.
  • Experience in vendor surveillance, FAT execution, and nonconformance management.
  • Strong stakeholder management, including interfacing with client QA and third parties.
  • High attention to detail; ability to interpret specifications and translate them into practical inspection actions.
  • Structured problem-solving (RCA), disciplined follow-up, and closure orientation.
  • Confident communicator—able to escalate risks early and propose actionable options.
  • Comfortable working under schedule pressure without compromising quality compliance.

Responsibilities

  • Review MR / PR / Datasheets / client specifications and translate requirements into Supplier Quality Plans (SQP), Inspection & Test Plans (ITPs), checklists, and surveillance strategies.
  • Confirm package quality requirements are contractually captured in RFQ / PO / T&Cs, including: applicable codes/standards (API/ASME/IEC/ISO/NACE, etc.), Hold/Witness points, FAT/SAT requirements, calibration, traceability, Documentation requirements and dossier format (MRB / MDR).
  • Lead quality risk assessments for each package (criticality ranking, special processes, long-lead risk, supply chain complexity) and implement mitigation plans.
  • Act as the focal point for supplier quality performance and ensure vendors implement robust QA/QC systems.
  • Perform/coordinate Vendor qualification / capability audits (as required).
  • Perform/coordinate Pre-production meetings to align on ITP, manufacturing sequence, special processes, and acceptance criteria.
  • Perform/coordinate In-process surveillance (remote or on-site), including sub-vendor controls.
  • Ensure special processes are qualified and controlled (e.g., welding, NDE, coating/painting, heat treatment, rubber lining, electrical testing, etc.).
  • Manage the inspection program across fabrication/manufacturing stages: Raw material verification and MTC/traceability, Dimensional checks, functional tests, pressure tests, NDE, coating DFT, Electrical/instrument tests (IR, continuity, loop checks where applicable).
  • Coordinate and support FAT planning and execution: FAT procedure review, acceptance criteria, punch management, retest requirements, Ensure third-party attendance requirements are met and records are complete.
  • Ensure equipment meets packaging, preservation, and shipment readiness standards prior to dispatch.
  • Lead the quality response for NCR / deviation / concession / waiver processes.
  • Lead the quality response for Root cause analysis (RCA) and corrective/preventive actions (CAPA).
  • Lead the quality response for Timely closure of quality actions with verified effectiveness.
  • Support project learning by capturing lessons learned and feeding them back into package strategies and procurement templates.
  • Ensure complete and accurate manufacturing data book / dossier compilation: ITP records, inspection reports, test certificates, calibration certs, Material traceability packs (MTCs), welding books, NDE reports, CoC/CoA, preservation records, packing lists, shipping release notes.
  • Drive dossier completeness to meet project handover milestones and avoid commissioning delays.
  • Maintain quality records in the project document management system with robust revision control.
  • Work closely with package managers and engineering to resolve technical/quality queries (TQ), ensure approved deviations, and support MOC when required.
  • Provide quality input into expediting priorities based on risk and readiness.
  • Support site receiving inspection, preservation audits, and installation readiness checks.
  • Participate in readiness reviews for mechanical completion and commissioning handover for assigned packages.
  • Ensure compliance with Project Quality Plan (PQP).
  • Ensure compliance with Project requirements (including documentation and assurance expectations).
  • Ensure compliance with Applicable statutory/regulatory, certifying authority/class requirements (where relevant).
  • Prepare for and support audits, surveillance visits, and quality review meetings.
  • Provide concise quality performance reporting (KPIs, risks, issue log, status dashboards).
