About The Position

The Quality Manager provides leadership, coordination, and technical expertise across all quality-related functions for a major federal construction project. This role oversees daily quality operations, ensuring all work complies with federal contract requirements, applicable codes, and organizational standards. The Quality Manager develops, implements, and administers project-specific quality policies, procedures, and initiatives to ensure consistent execution and full compliance throughout all phases of construction.

Requirements

  • Bachelors degree in Quality Management, Construction Management, Engineering, or a related field preferred. Equivalent education, training, or relevant experience may substitute for a degree.
  • Minimum 3 years of quality control supervision experience on construction projects.
  • Minimum 5 years of industrial, commercial, or federal construction experience.
  • Experience implementing large, complex quality planspreferably on federal or government projects.
  • Strong knowledge of federal construction standards, quality control processes, and best practices
  • Working knowledge of the International Building Code and applicable federal regulations
  • Experience with diverse project types and multi-disciplinary teams
  • Proficiency with Procore, Viewpoint, SharePoint, and Microsoft Office
  • Current USACE Construction Quality Management (CQM) for Contractors certification (required)
  • Ability to obtain and maintain any additional federal training or certifications required by the project

Responsibilities

  • Partner with project managers, superintendents, federal representatives, and subcontractors to develop processes that achieve 100% compliant work meeting or exceeding federal expectations.
  • Promote a culture of quality as a core organizational value and uphold strong corporate ethics in all interactions.
  • Maintain active relationships with federal agencies, engineers, consultants, and industry associations.
  • Assist project teams in developing and maintaining a Project-Specific Quality Control Plan (QCP) in accordance with federal requirements.
  • Ensure project teams follow the approved QCP and support continuous improvement efforts.
  • Build and maintain system templates for various Definable Features of Work (DFOW) activities.
  • Prepare DFOW documentation as required by the QCP.
  • Participate in project meetings with internal teams and federal stakeholders.
  • Conduct site visits and inspections to verify compliance with contract documents, specifications, and federal standards.
  • Support constructability and design reviews.
  • Read and interpret federal specifications, reference codes, and contract drawings.
  • Provide training and coaching to project teams to identify and mitigate quality-related risks.
  • Assist with risk prevention planning and follow-up actions.
  • Collaborate with internal Quality and Construction Science departments to leverage technology that enhances operational excellence and reduces project risk.
  • Act independently as the Contractor Quality Control Manager (CQCM) while coordinating all QC functions without delaying construction progress.
  • Identify, document, and communicate deficiencies; ensure timely correction and maintain the Non-Conformance Report (NCR) Log.
  • Maintain accurate records demonstrating that all required inspections, tests, and quality activities have been completed.
  • Review shop drawings and submittals for compliance with federal specifications and contract requirements.
  • Initiate and manage the Three-Phase Control System (Preparatory, Initial, and Follow-Up phases).
  • Conduct daily observations to ensure all phases of inspection are implemented and documented.
  • Verify work completion and compliance with contract requirements; resolve discrepancies promptly.
  • Conduct and chair Preparatory Meetings for each DFOW.
  • Chair and document weekly QC meetings with internal teams, subcontractors, and federal representatives.
  • Verify that all materials received conform to approved submittals and are properly stored and protected.
  • Oversee daily and weekly QC/QA reporting to ensure construction activities align with established standards.
  • Refuse unsafe work and ensure all activities comply with Yates Safety Procedures, OSHA standards, and federal project requirements.
  • Report incidents, near misses, and hazards.
  • Participate in safety inspections, meetings, and required training.
  • Support enforcement of site-specific safety requirements for all Trade Partners.
  • Perform additional tasks as assigned to support successful project completion.
