The Quality Management Program (QMP) establishes a comprehensive approach to contractor oversight by monitoring conformance to applicable regulatory requirements and CenterPoint Energy policies and procedures. QMP reviews contractors performing work on CenterPoint Energy assets to ensure that the quality of work maximizes public safety and mitigates risks associated with these activities. The quality management specialist assists in defining review plans for the at-risk contractor base, performs field assessments and office reviews, maintains systemic tracking and monitoring of observations and recommendations for contractors, provides communications, reports, as necessary to the Contractor Safety Programs Manager, verifies timely implementation of corrective and preventative actions by contractor, including effectiveness of the action and benchmarks all contractor groups on key metrics. QMP communicates, presents, coordinates, and collaborates with internal/external contacts on contractor oversight findings and activities.

  • Work with quality management leadership to complete inspection steps; identify potential areas of exposure; evaluate control objectives; and validate their effectiveness for Transmission, Distribution, and any other areas defined based on work type.
  • Provide objective evidence to show adherence to applicable regulatory requirements and CenterPoint Energy policies and procedures.
  • Conduct investigations and perform contractor office reviews to verify regulatory adherence, training programs, drug and alcohol testing, work completion, policy and procedure communication, record keeping requirements.
  • Complete regulatory, procedure, and policy reviews via field assessments to ensure a comprehensive review of the contractors' compliance with requirements.
  • Record objective evidence demonstrating whether the contractor activities adhere to the specified regulatory requirements, CenterPoint Energy policies and procedures, or other standards.
  • Utilize Structured Process Improvements and Problem-Solving Methods to follow inspections plans developed for the entire contractor base including execution of reviews, reporting observations, recommending corrective actions to Contractor Safety Programs Manager.
  • Verify timely response of countermeasures, verify effectiveness of corrective actions, support and communicate benchmarking data for all contractor groups on defined key metrics.
  • Travel may be required, some of which may be overnight.
  • Bachelor's degree preferred from an accredited college or university with technical, business, or public relations emphasis or in lieu of education, requires at least 8 years of experience in natural gas/electric utility industry or technical field.
  • Minimum five (5) years Operations or Operations Support with combination of regulatory compliance, risk management, field operations, gas/electric utility industry, audit, continuous improvement, and/or project management experience.
  • Certified Quality Auditor (CQA) current or achieved within 24 months of hire.
  • Valid state issued driver's license and good driving record.
  • Clear and concise oral/written communication skills.
  • Knowledge of gas utility protocols and regulations.
  • Bilingual in English/Spanish.
