About The Position

The Department of Behavioral Health and Developmental Services' (DBHDS) Office of Clinical and Quality Management is seeking an experienced professional to serve as one of the Quality Improvement (QI) Specialists on our dynamic team. This position will be responsible for Region 1, Western VA which includes Winchester, Front Royal, Harrisonburg, Charlotteville, Lynchburg, and surrounding areas. This position will also crossover into other regions, such as Northern VA and Region 4, as needed to provide support. To meet the duties and demands of the position and to navigate traveling within the region, it's recommended that the candidate reside in or live close to the assigned region. The position primarily focuses on providing expanded consultation and technical assistance (ECTA), and training as it relates to licensure regulations applicable to Quality Improvement (QI), Risk Management (RM), and select data element(s) related to Quality Service Reviews (QSRs) to licensed providers of developmental disabilities and/or behavioral healthcare services. This position supports the department through the implementation of strategies to drive the improvement of processes, outcomes, and services of private providers and Community Service Boards. Specifically, our QI Specialists provide tailored consultation and technical assistance on QI/RM concepts, tools, policies, and application of resources that can assist providers in better positioning themselves to improve their organization's QI/RM functions.

Requirements

  • Knowledge of developmental disabilities (DD) and behavioral health continuums of care, services and supportive programs, and licensure regulations related to QI, QA, and RM.
  • Knowledge of performance improvement planning.
  • Experience providing training, consultation, and technical assistance.
  • Ability to identify opportunities for quality improvement initiatives.
  • Experience developing and implementing quality improvement, risk management, and quality assurance tools, practices, principles, and policies.
  • Experience developing QI, RM, and QA programs and plans.
  • Strong interpersonal skills.
  • Strong written and verbal communication skills.
  • Ability to conduct root cause analyses.
  • Ability to develop, measure, and report quality standards.
  • Proficient with Microsoft Word, Excel, PowerPoint, Teams, and Outlook.
  • Ability to provide support in the implementation of corrective action plans.
  • Demonstrated ability to support implementation of data quality processes, develop and maintain good working relationships with internal and external partners, and work well independently and as part of a team with diverse, regional partners.
  • Ability to manage multiple competing priorities and to ensure follow through in a manner consistent with agency policy and practice.

Nice To Haves

  • Familiarity with Power BI or other business analytics solutions or the ability to learn to use them.

Responsibilities

  • Collaborating with providers, focusing on a cycle of continuous quality improvement.
  • Identifying opportunities to enhance licensed DD and BH provider support.
  • Working with the OCQM BH Team to ensure performance measure development, progress tracking, and the provision of technical assistance in meeting established measures.
  • Staying current on issues related to quality management within developmental disabilities and behavioral health service areas.
