The Quality Control Manager (QCM) in the federal construction industry is responsible for overseeing and ensuring the quality of construction projects, including complex electrical infrastructure and substation construction, in compliance with all contractual requirements. This role manages and coordinates quality control activities; implements quality assurance procedures; and conducts inspections to verify that materials, equipment, installation practices, and workmanship meet project specifications, industry standards, and federal regulations. The QCM develops and maintains the project quality management system, reviews submittals, monitors testing and inspections, and addresses non-conformance issues by ensuring timely and effective corrective actions. For substation projects, this includes oversight of high-voltage equipment installation, grounding systems, protective relaying, and coordination with safety and commissioning teams. The position requires strong knowledge of federal construction standards, electrical codes, and safety regulations, along with the ability to lead teams, communicate effectively with stakeholders, and ensure all deliverables meet or exceed established quality benchmarks, playing a critical role in the successful execution and completion of federal construction projects. Requirements

  • OSHA 30 hour
  • USACE CQM Certification
  • Experience with Procore and RMS
  • Proficient with Word, Excel, and PDF
  • Proven experience as a QCM on similar federal projects
  • In-depth knowledge of quality control procedures and legal standards
  • Strong attention to detail and problem-solving skills
  • Excellent organizational and leadership abilities

Responsibilities

  • Develop, administer, and ensure compliance with the Quality Control Plan for projects, following the Army Corps Three Phases of Control.
  • Certify that all submittals, plans, and specifications meet contract requirements, and oversee evaluations and testing by approved personnel or facilities.
  • Provide documented evaluations and corrective actions to maintain high-quality standards and minimize recurring issues.
