About The Position

The QC Transportation Auditor implements quality control to ensure compliance with contract specifications and applicable regulations. Conducts internal audits IAW ISO 9001:2015 in the Transportation Department that includes, but not limited to, Freight, Rail, TMP and Personal Property operations. The Auditor understands and applies ISO concepts, principles, and requirements. Inspects and audits all phases of a variety of services or operations for conformity to established quality, health and safety, and other operational standards by performing on-going work for compliance with contractual provisions; ensures all services listed on the performance requirement summary are performed in a satisfactory manner, specifies areas to be inspected (scheduled and unscheduled), communicates deficiencies to proper persons, maintains Quality Control files, and documents results of all inspections. May also conduct audits and provide other assistance in other functional Departments. Plans and completes work independently. Performs independent analysis, determines scope and course of action required, and develops plans to resolve transportation related problems. Monitors and ensures timely resolution of problems. Reviews procedures, work instructions, and other documents to enhance transportation functions. Provides subject matter expertise and advice in all transportation related functions.

Requirements

  • High School graduate or equivalent.
  • Formal civilian or formal military training in transportation operations and management are desirable although on-the-job experience may be considered as a substitute for formal training.
  • A minimum of three years’ experience that includes professional management, investigative skills, technical skills, quality control and other responsible work that demonstrates sound judgment and analytical ability which has provided a wide-ranging knowledge of the transportation field.

  • Knowledge and experience with analysis of transportation functions, Freight operations, TMP operations, PPO shipments, and related AISs.

Responsibilities

  • Applies knowledge in automated information systems (AIS) related to transportation (DPS, CMOS, FMIS, and other systems as required).
  • Uses DoD Publications, Army Regulations (ARs), Army Pamphlets (DA PAMs), and FAR, Technical Manuals, Performance Work Statement (PWS), and other written publications and directives in the performance of required audits and duties.
  • Evaluates the implementation and the effectiveness of the Quality Management System (QMS) IAW ISO 9001:2015 requirements and standards.
  • Conducts internal audits IAW ISO 9001:2015.
  • Evaluates the Transportation Departments performance based on ISO, statutory, regulatory, PWS (contractual), and QMS requirements.
  • Develop and updates internal audit checklists to use when conducting internal audits.
  • Evaluates internal audit findings and results.
  • Prepares and submits audit reports, evaluates responses, and assists with follow-up, preventative actions, and corrective actions as directed.
  • Evaluates, investigates, and tracks Government evaluations and findings.
  • Ensures timely response, evaluates responses, and assists with follow-up and corrective actions as directed.
  • Conducts analysis and reviews problems to determine if problems are human error or systemic.
  • Develop and recommend courses of action to correct problems.
  • Identifies areas for improvement.
  • Initiates and monitors Opportunities for Improvement (OFIs) IAW applicable procedures.
  • Initiates, monitors, and assists with resolving Corrective Action Requests (CARs) and Preventive Action Requests (PARs) as directed IAW applicable procedures.
  • Conducts process measurements and analysis IAW ISO 9001:2015.
  • Develops performance measurements and metrics that include charts, graphs, reports, etc.
  • Collects, evaluates, and analyzes data to determine performance trends.
  • Assesses whether the Quality Policy and Quality Objectives are being met.
  • Provides input, and participates in Quality Reviews, Management Reviews, Process Improvement Team (PITs), and other events as directed.
  • Uses technical writing skills to prepare reports, technical papers, procedures, work instructions, and other documents and correspondence as directed.
  • Assists with the development, update, and review of procedures, work instructions, flow charts, and other documents as directed.
  • Evaluates customer comments and assists with the resolution of customer complaints.
  • Assesses overall customer satisfaction.
  • Assists with developing training plans and other related programs to enhance operations.
  • Other duties as assigned.
