About The Position

Coho Construction Management is seeking an experienced Quality Control and Site Safety & Health Officer (QC/SSHO) to ensure construction activities comply with contract requirements, quality standards, and safety regulations. This dual-role position is responsible for implementing the Quality Control Plan and the Site Safety and Health Plan while serving as the primary authority on jobsite quality and safety. The QC/SSHO will collaborate closely with project teams, subcontractors, and government representatives to support successful project execution across multiple sites. This position based remotely from Panama City, Florida, with the willingness to travel throughout the Southeast in support of project needs.

Requirements

  • Minimum of 5 years of experience in construction quality control and/or site safety roles
  • Experience supporting federal, military, or large-scale construction projects
  • Demonstrated experience with Quality Control related to project scheduling and construction equipment coordination
  • Bachelor of Science Construction Management or Engineering preferred
  • Must be OSHA 30 Construction Safety certified or willing to obtain this certificate within 90 days of hire
  • Must be EM 385-1-1 Safety certified or willing to obtain this certificate within 90 days of hire
  • Ability to interpret construction drawings, specifications, and safety regulations
  • Strong written and verbal communication skills
  • Ability to work on active construction sites and in varying weather conditions
  • Ability to lift up to 50 pounds and access ladders, scaffolding, and elevated work areas

Nice To Haves

  • Experience executing U.S. Military DOD, USACE, DoS/OBO projects and programs
  • Certified Safety Professional (CSP), Construction Health and Safety Technician (CHST), or similar credentials
  • Proven experience managing QC documentation and reporting for government contracts

Responsibilities

  • Implement, manage, and enforce the approved Quality Control Plan in accordance with contract specifications.
  • Conduct and document Three-Phase Control inspections (Preparatory, Initial, and Follow-Up).
  • Perform daily inspections and issue detailed Daily Quality Control Reports.
  • Coordinate quality activities with project schedules, workforce planning, and equipment usage to support efficient execution.
  • Identify deficiencies and manage Non-Conformance Reports (NCRs) through resolution.
  • Review drawings, specifications, and submittals for compliance.
  • Coordinate testing and inspections with third-party agencies.
  • Serve as the primary liaison with Government Quality Assurance Representatives (QAR).
  • Implement and enforce the Site Safety and Health Plan (SSHP) in compliance with OSHA and EM 385-1-1 requirements.
  • Conduct daily safety inspections and document hazards and corrective actions.
  • Lead safety meetings, toolbox talks, and safety training.
  • Investigate accidents, incidents, and near misses and prepare required reports.
  • Ensure compliance with PPE requirements and jobsite safety policies.
  • Maintain safety documentation, logs, and training records.
