About The Position

The Corporate Quality Control & Senior Pricing Manager is responsible for developing, managing, and overseeing the company’s Quality Management System (QMS) while leading complex pricing strategy and proposal development for U.S. Government and commercial construction projects. This position serves as a key advisor to senior leadership, exercising independent judgment in quality oversight, pricing strategy, subcontractor evaluation, proposal negotiation, and business decision support. The role ensures contract compliance, cost competitiveness, risk mitigation, and consistent delivery of high-quality services across projects. Responsibilities include the following. Requirements

  • Bachelor’s degree in construction, Business, Finance, Engineering, or related field preferred (or equivalent experience).
  • Minimum five (5) years relevant experience in quality control, cost estimating, pricing analysis, contracting, or related leadership roles.
  • Demonstrated experience with government contracting, FAR/DFARS, and proposal development.
  • Proven ability to develop and implement quality procedures and cost strategies.
  • Advanced Microsoft Excel and analytical skills required.
  • Strong written and verbal communication abilities.
  • Ability to work independently, influence decisions, and manage competing deadlines.
  • Valid driver’s license required.

Responsibilities

  • Administer, maintain, and continuously improve the Quality Management System (QMS).
  • Conduct inspections, internal audits, and compliance reviews aligned with contract PWS, industry standards, and government regulations.
  • Identify non-conformances, direct corrective actions, and ensure follow-up activities.
  • Serve as the primary quality liaison with customers, subcontractors, site teams, and senior leadership.
  • Prepare and maintain quality plans, policies, procedures, and audit documentation.
  • Maintain subcontractor performance evaluation processes and documentation.
  • Train managers and employees on quality expectations and procedures.
  • Act with full authority on behalf of the company regarding quality issues, including removal or rework of defective materials or poor workmanship.
  • Lead development of compliant, competitive pricing proposals for construction and facilities contracts.
  • Analyze contract requirements, market conditions, historical cost data, and subcontractor quotes.
  • Build, validate, and present cost models and pricing structures.
  • Support proposal development from initial scoping through negotiations and award.
  • Conduct price-to-win analysis and competitive assessments.
  • Prepare business justifications, cost narratives, and bases of estimates.
  • Coordinate with project managers, estimating teams, subcontractors, and finance.
  • Assess financial risk and recommend mitigation strategies.
  • Support procurement activities and pricing packages as needed.
  • Present recommendations and program risks to senior leadership.
  • Maintain confidentiality of sensitive financial and company information.
  • Support process improvement initiatives across QMS and pricing operations.
  • Perform other duties as assigned.
