About The Position

The Quality Construction Manager (Field Engineering Technologist/FET) for WSP's Power Constructors, Inc. (PCI) sector will be involved in projects with the Inspection Team for a project site in Colorado Springs, Colorado. This role provides strategic vision, technical leadership, and operational accountability for enterprise-critical programs with large financial and reputational impact. The manager directs and oversees professional, technical, and managerial teams, ensuring consistent excellence in program delivery and alignment with organizational goals. The position shapes industry-leading practices and standards for program execution, while influencing long-term business outcomes through innovation, strategic advisory, and cross-functional leadership. The role is integral to the firm’s growth, client retention, and positioning as a leader in integrated program management. The Manager will have experience in power generation and power delivery with special attention to work in quality assurance in an energized environment. The candidate hired for this role will act as the Owner’s representative to oversee all aspects of station and line facilities construction including interconnect, site work, status reporting, owner purchased material, monitoring safety, startup and commissioning, and project closeout. This position is responsible for the overall management of the assigned project area, to ensure compliance within required budgetary, scheduling, and quality goals. Employees in this role coordinate and report on the construction work performed by contractors and/or vendors at the project site.

Requirements

  • Bachelor’s Degree in Business Administration, Quality Assurance, Statistics, Engineering or a related discipline, or equivalent experience.
  • 10+ years of relevant post-education experience in project quality management or related areas.
  • Experience in a utility and/or heavy construction environments with a minimum of 5-years in EHV transmission lines, HVDC, power generation or sub-stations.
  • Working knowledge is preferred for solar PV, battery energy storage systems, wind turbines generators, HVDC converter stations and gas turbines.
  • Experience interpreting IFC engineering packages and technical drawings.
  • Experience with Quality Management Systems (i.e. ISO 9001, Six Sigma, etc.) and the development of quality processes, procedures and work instructions.
  • Ability to be able to read and understand engineering specifications and drawing and assess constructability and make necessary recommendations to engineering teams.
  • Must be able to spend a significant amount of time in the field evaluating construction and assuring technical specifications are met.
  • Subject matter expertise in the understanding of the construction, quality, safety, environmental and permitting requirements of the work with all the necessary steps and accompanying technical requirements.
  • Ability to audit and spot check reports against actual field conditions.
  • Significant experience with Geo-spatial reporting software, including ability to contrast field realities against established schedules.
  • Knowledge of the use and evaluation of ITPs and ITRs.
  • Clear understanding of IFC technical engineering specifications and the tools/processes necessary to capture, memorialize, and verify realities against specifications.
  • Understanding of construction workflows, technical requirements, ability to identify and anticipate showstoppers in the construction process to efficiently and effectively deploy a team of technically qualified Quality Assurance inspectors.
  • Previous work history estimating and/or evaluating large project construction estimates.

Responsibilities

  • Supports the management of WSP’s Project Quality Program (PQP) on the project.
  • Provide regular updates on progress and any other project-related issues. This includes daily, weekly, monthly reports, HSE incidents, non-conformities, material and equipment deliveries.
  • Evaluates construction management operations from a strategic level to ensure that the PQP meet quality, integrity, functionality, and other specifications and requirements.
  • Develops and implements quality training and evaluation processes.
  • Conducts random inspections, audits and verification of quality requirements.
  • Reports status of quality operations to executive leadership and, when required, regulatory agencies.
  • Implements and monitors quality metrics.
  • Leads internal audits and external audits.
  • Interfaces with the owner’s engineering and project management team.
  • Leads the quality assurance activities of the Quality Assurance Inspectors.
  • Oversee and monitors Contractor’s construction efforts from conception to completion.
  • Monitors Contractor’s schedule and cost deliverables.
  • Prepare internal and external reports pertaining to project status.
  • Participate in daily, weekly and monthly project meetings, as required.
  • Participates in scope document reviews and suggest additions and/or modifications.
  • Reviews work completion tracker (information provided by Contractors and verified by construction oversite) for accuracy.
  • Coordinates Contractor arrangements for Pre-Construction Meetings prior to Contractor mobilization to ROW.
  • Provides review of construction means and methods for customer acceptance.
