The Quality Assurance (QA) Manager is responsible for defining, implementing, and overseeing the quality strategy for the Veteran Experience Services Eligibility and Enrollment (VESEE) 2.0 modernization program. This includes establishing test frameworks, leading test planning and execution, ensuring compliance with accessibility and security requirements, and ensuring that all delivered features meet the reliability and performance expectations of VA and the Veterans they serve. The QA Manager ensures that all VESEE modernization, sustainment, and enhancement work-across VES, IVM, EDB, VistA REE, and the new modernized Enrollment System (ES)-is delivered at the highest level of quality, stability, and compliance.

  • Develop and own the end-to-end Quality Assurance Strategy across all VESEE task areas including Product Lifecycle, Sustainment & Enhancement, and Modernization.
  • Define QA standards, processes, and best practices aligned to VA's Product Line Management (PLM) framework, VA PAL, and industry-leading Agile/DevSecOps principles.
  • Ensure all releases meet quality gates related to functionality, security, privacy, accessibility, and performance.
  • Establish and maintain traceability from requirements to test cases to deployments across all Scrum teams.
  • Lead the creation and execution of comprehensive test plans, including: Functional testing Regression testing Integration testing Performance and load testing Accessibility testing (Section 508/WCAG) Security-related test support Data integrity and HL7 transaction testing Validate complex system interactions across modernized components and legacy systems.
  • Ensure alignment to non-functional requirements defined in VESEE RFP/PWS (e.g., message throughput, concurrency, uptime, and system resilience).
  • Partner with the Chief DevSecOps Engineer to embed automated testing into CI/CD pipelines using GitHub Actions, Jenkins, Selenium, JUnit/TestNG, Cucumber, Cypress, and related tools.
  • Implement automated accessibility testing (e.g., aXe), API testing, and data validation scripting.
  • Ensure test automation coverage increases over time, reducing manual rework and strengthening release confidence.
  • Collaborate with DevSecOps to integrate SAST/DAST/SCA findings into QA processes.
  • Develop and track key quality metrics aligned with VA's Better, Safer, Faster (BSF) and Product Scorecards, such as: Defect leakage rates Automated test coverage Mean Time to Detect (MTTD) Mean Time to Resolve (MTTR) Uptime, performance, and API reliability Contribute to monthly Delivery & Monitoring reports (PWS §7.6) and support Sprint Reviews and PI demos.
  • Provide transparency into release readiness, quality trends, and risk posture for the Program Manager and VA leadership.
  • Ensure full adherence to federal and VA-specific compliance requirements, including: Section 508/WCAG 2.1 accessibility standards FISMA, NIST 800-53, and FedRAMP HIPAA privacy and security rules VA Handbook 6500, VA Handbook 0735, and all cybersecurity/privacy directives Support documentation and testing for ATO sustainment, RMF controls, ST&E (Security Test & Evaluation), and POA&M verification
  • Lead and mentor manual testers, automation engineers, accessibility specialists, and quality analysts.
  • Work closely with: Release/Delivery Manager (to establish release gates and defect acceptance thresholds) Principal Senior Software Engineer (to validate technical feasibility of test approaches) Business Analyst Manager (to ensure requirements/test traceability) DevSecOps team (to ensure automated pipelines fully incorporate QA validation steps) Product Owners (to ensure acceptance criteria reflect Veteran-centric outcomes) Foster a culture of continuous improvement, quality ownership, and accountability across all development teams.
  • U.S Citizenship required.
  • Must be able to obtain and maintain a Public Trust clearance
  • This position is remote but may require occasional onsite meetings in McLean, VA. You can be based out any of the following states: AZ, DC, FL, GA, OH, ME, MD, SC, TX, UT, VA, NC, OK, WV.
  • Bachelor's degree in Business Management, Information Systems Management, or related field
  • Minimum 8+ years of experience leading QA for complex enterprise software programs.
  • Experience with federal agencies, ideally in healthcare, benefits, or high-security environments.
  • Strong familiarity with modern software development, cloud architectures, and DevSecOps practices.
  • Leadership of QA teams and multi-scrum testing strategy
  • Deep knowledge of accessibility, security, and compliance requirements
  • Strong collaboration across engineering, product, security, and DevSecOps
  • Detail-oriented with strong analytical and problem-solving skills
  • Clear communicator with ability to translate technical issues to non-technical audiences
  • Commitment to delivering a seamless, safe, and reliable Veteran experience
  • Hands-on experience with: Automated and manual testing Selenium, JUnit/TestNG, Cucumber, Cypress, Postman, aXe GitHub, Jenkins, Kubernetes, Docker Jira, Confluence, ServiceNow Data validation against Oracle, SQL Server, and HL7 message testing
  • Strong understanding of testing for modern VESEE tech stack: Java 17+, Spring Boot, Reactive REST (WebFlux) Kafka, Redis React/Next.js front-end testing
  • Experience defining quality strategies across multi-team SAFe environments.
  • STQB Test Manager, CTFL, or CTAL
  • SAFe Agile Certification (SA, SASM, or equivalent)
  • Certified Scrum Master (CSM) or PMI-ACP
  • Security+, CISM, or equivalent for understanding of federal security requirements
  • Section 508 Trusted Tester certification highly preferred
