JOB SUMMARY Leads and performs enterprise-level quality assurance activities supporting Salt Lake County’s application development, digital services, and web platforms. Ensures software solutions meet business requirements, functional specifications, security standards, and user expectations through structured Quality Assurance (QA), Quality Control (QC), and User Acceptance Testing (UAT) practices. Supports projects across IT and the County, and embeds quality practices throughout the system development life cycle to reduce risk, improve delivery outcomes, and ensure stable, secure, and maintainable systems.

Requirements

  • Bachelor’s degree from an accredited college or university in Information Technology (IT) or other closely related field, plus four (4) years of quality assurance and testing experience in a similar environment, size, and scope; OR an equivalent combination of eight (8) years of related education and experience, including at least four (4) years of quality assurance and testing experience in a similar environment, size, and scope.
  • Knowledge of: Coordinating QA and testing programs supporting multiple applications and businesses Manual and automated test strategy QA approaches and best practices in hybrid (on prem and cloud) environments QA best practices and integration within CI/CD and DevOps Agile project management methodologies Business analysis principles Microsoft Office applications Continuous Integration (CI) / Continuous Delivery (CD)
  • Skills and Abilities to: Communicate effectively both verbally and in writing Approach a problem through a logical, systematic, and sequential process Effectively apply general principles to specific conditions Provide team leadership and lead diverse teams to consensus Facilitate projects and meetings as assigned Work with all levels of the organization Analyze business and technical processes and determine ways to integrate QA Remain calm under stress and quickly adjust, evolve, and multi-task between several competing priorities at once Maintain confidentiality and professionalism
  • Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.

Nice To Haves

  • One (1) year of experience of incorporating QA into CI/CD processes and working in a DevOps team is preferred.
  • Professional certifications in the QA and testing field (ASQ, ISO9000, IOSQA, CSQA) are preferred.
  • Knowledge of: Local government operations (preferred)

Responsibilities

  • Leads quality assurance activities across multiple IT projects and operational systems.
  • Serves as the QA subject-matter expert for application development initiatives.
  • Validates business requirements against delivered functionality.
  • Identifies, documents, tracks, and verifies defect resolution.
  • Defines, implements, and continuously improves QA standards and methodologies.
  • Plans, designs, and executes functional, regression, integration, and UAT testing.
  • Participates in sprint planning, backlog grooming, and release planning.
  • Embeds QA practices into CI/CD pipelines and DevOps workflows.
  • Supports automated testing strategies where appropriate.
  • Provides QA oversight for enterprise modernization initiatives.
  • Identifies quality risks and recommends mitigation strategies.
  • Maintains test plans, test cases, execution results, and defect metrics.
  • Provides quality status reporting to IT leadership.
  • Collaborates with developers, analysts, project managers, vendors, and business stakeholders.
  • Supports audit, compliance, and governance activities.
