About The Position

We are seeking a highly skilled and innovative Quality Assurance and Governance Lead to join our team in the greater DMV area, supporting the Army National Guard. Key Responsibilities Develop, maintain, and enforce the Quality Control Plan, QA standards, controls, and performance measures across technical task areas. Define and operationalize ITSM governance frameworks aligned to ITIL and applicable Army/DoD policies. Facilitate and manage the Enterprise Change Advisory Board (ECAB): intake, impact analysis, approval workflows, and governance reporting. Conduct process audits, compliance assessments, and internal reviews of change/problem/configuration management and related ITSM processes. Identify process gaps, nonconformances, and systemic risks; drive corrective and preventive action plans with owners and track closure. Integrate governance and quality requirements into operational procedures; collaborate with technical leads, program management, and Government stakeholders. Produce QA/audit reports, governance dashboards, metrics (compliance rates, change success, config drift), and executive recommendations. Provide training/mentoring on QA and governance practices; support accreditation/inspection readiness. #ENOCS

Requirements

  • Minimum of 12 years with BS/BA; Minimum of 10 years with MS/MA; Minimum of 7 years with Ph.D.
  • Clearance: TS/SCI (active)
  • Education / Certification: Candidate must meet ONE: Master’s degree (MS) in relevant field; OR PMP certification; OR Lean Six Sigma certification.
  • Experience: QA, ITSM governance, or process improvement experience with 5+ years leading QA/governance in enterprise or DoD environments.
  • Expertise: ITIL-aligned change/problem/configuration processes, audit/compliance methodologies, governance board facilitation, and metrics-driven quality programs.
  • Skills: Strong process analysis, audit facilitation, stakeholder engagement, remediation tracking, and executive briefing capability.

Nice To Haves

  • Prior DoD/Army/ARNG ITSM/governance or ECAB experience
  • Experience with ITSM toolsets (ServiceNow, Remedy), QA automation, and configuration management databases (CMDB)
  • Familiarity with RMF, DISA, STIG/CCRI implications for governance
