The Mission Integration Systems (MIS) Program area is seeking to hire a Program Integrator (PI) for the Qatar AODS Sustainment Program reporting to the Qatar AODS Program Manager (PM). The PI will support the ongoing QATAR AODS Sustainment contract, which consists of an operational Air Operations Center and Air Defense Operations Center. You are responsible for program integration, coordination, and control, as well as direct engagement with the program team and functional partners in pursuit of day-to-day program execution. Advocate for Program Management (PM) plans, processes, and business objectives, and the implementation of PM best practices. You will also be responsible for leading proposal efforts for the QATAR AODS Sustainment contract, including an anticipated Tech Refresh proposal. Ensure the integration of all IPTs and CPTs in execution of the AODS program scope. Responsible for performance to technical, cost, schedule, and quality requirements as directed by the Program Manager. Additional responsibilities may include aiding other MIS Program Managers with various process tasks on their programs where synergies can be achieved.

Requirements

  • Typically requires a Bachelor’s degree or equivalent experience and minimum 8 years of prior relevant experience in program management or an Advanced degree in a related field and minimum 5 years experience
  • Program or project management experience
  • Experience leading cross-functional teams
  • Experience balancing technical, cost and schedules
  • Experience with business and project management tools and processes such as Integrated Product Development System (IPDS), EVMS, Integrated Master Schedule/Integrated Master Plan, Risk Management, Financial Forecasting and Estimate at Completion (EAC), or similar business processes
  • The ability to obtain and maintain a U.S. government issued security clearance is required.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
  • Active and existing security clearance required after day 1

Nice To Haves

  • Program Management Level 5 Certification or ability to obtain within one year
  • Experience working Performance Based Logistics military sustainment programs

  • Experience developing and implementing execution, coordination, and growth strategies for franchise programs

Responsibilities

  • Be the Proposal Lead for AODS proposals.
  • Lead the Proposal Team in the development of the Basis of Estimates from proposal kickoff through proposal submittal reviews
  • Lead Rough Order of Magnitude (ROM) efforts as requested by the customer through the PMO, to include generating costing kickoff packages, compiling inputs from functional stakeholders, and coordinating with Contracts and Estimating & Pricing to conduct internal submittal reviews
  • Provide leadership and direction to the IPTLs, with members in Tewksbury, MA and Fullerton, CA, including decision making, problem resolution, and team health following approved Raytheon and Program processes
  • Support the QATAR AODS PM in achieving the Annual Operating Plan (AOP)
  • Maintain ownership and accountability for the program Estimate at Completion (EAC)
  • Work with team to establish program handoffs and milestones, develop & monitor Integrated Master Schedule (IMS) with adherence to program plans, budget, and schedule
  • Tracks key program assessments and metrics to lead monthly performance assessments to enable program success drivers by program leadership teams
  • Cultivate a culture where people feel comfortable raising issues early and present alternative viewpoints
  • Additional responsibilities may include aiding other MIS Program Managers with various process tasks on their programs where synergies can be achieved
