About The Position

The QA/QC Manager serves as the first level of audit and assurance for the Project Management Team, ensuring compliance with all contractual, operational, environmental, and overseeing proper use of cap accounts. Requirements of the wastewater treatment project. This role provides independent oversight of plant operations, maintenance activities, and reporting processes, and supports both the Project Director, Project Managers, Supervisors and the client with data analysis, trend evaluation, and performance verification beyond the established reporting requirements. The QA/QC Manager reports directly to the Project Director but maintains a dotted-line relationship with the Project Manager’s/Supervisor’s, with the authority and responsibility to escalate issues.

Requirements

  • Bachelor’s degree in Environmental Engineering, Civil Engineering, Chemical Engineering, or related technical field.
  • Minimum 8 years of experience in QA/QC, compliance, or performance auditing within the water/wastewater industry or related infrastructure sectors.
  • Demonstrated experience with regulatory compliance (EPA, state/local environmental agencies) and contract performance monitoring.
  • Strong analytical and auditing skills with attention to detail.
  • Excellent written and verbal communication skills, capable of producing clear, data-driven reports.
  • Ability to work independently and exercise sound judgment in escalating issues.
  • Proficient in Microsoft Office Suite, CMMS, and data analysis/reporting tools.

Nice To Haves

  • Advanced training or certification in Quality Management, Environmental Compliance, or Project Auditing preferred.
  • Prior experience in an operational or project-based public utility or PPP (Public-Private Partnership) setting preferred.
  • Wastewater Operator Class A, Wastewater Lab Class A, Certified Quality Manager (ASQ-CQM) or equivalent, OSHA/NEBOSH Safety Certification

Responsibilities

  • Develop, implement, and maintain the project-specific QA/QC Plan and audit schedule in alignment with corporate quality systems, standards, contractual and client requirements.
  • Serve as the first-level assurance function for all key project performance areas, including operations, maintenance, safety, environmental compliance, and financial metrics.
  • Verify that internal processes and deliverables conform to contract terms, regulatory obligations, and company policies.
  • Conduct scheduled and ad hoc internal audits of: O&M Contract deliverables
  • Maintenance and asset management activities.
  • Operations and process performance against permit and KPI targets.
  • Environmental compliance with discharge permits and reporting obligations.
  • Health, Safety, and Environmental (HSE) management systems.
  • Coordinating with engineering, construction, and HSE teams to enforce quality procedures.
  • Track and report non-conformances, corrective actions, and continuous improvement initiatives.
  • Ensure documentation, test records, and operational data are complete, accurate, and retrievable for both internal and external audits.
  • Provide independent verification and data analysis in support of client information requests beyond standard reporting requirements.
  • Prepare and deliver periodic quality and performance assurance reports to project and corporate leadership.
  • Support client and third-party audits, coordinating responses and documentation as needed.
  • Notify the Project Director, Project Manager’s or Supervisor directly when significant compliance issues, performance deficiencies, or unaddressed audit findings arise.
  • Ensure that all issues raised are properly documented, tracked, and resolved in accordance with company escalation procedures.
  • Act as a liaison between local project management and corporate quality leadership to promote accountability and transparency.
  • Identify systemic weaknesses and recommend process or procedural improvements.
  • Lead or facilitate root cause analyses and lessons-learned sessions following incidents, compliance deviations, or audit findings.
  • Provide and support training and mentoring of staff on quality and compliance best practices.
