About The Position

PEMCCO is seeking a QA/QC Manager to lead and support quality assurance and quality control processes for technical deliverables, including reports, designs, specifications, estimates, and submittal reviews. This role ensures work products meet MTA requirements, internal standards, and contract expectations while promoting consistent, accurate, and defensible deliverables across multiple task orders. PEMCCO, Inc. is an integrated Information Technology, Information Management (IT/IM), Systems Engineering, and Technical Services firm supporting infrastructure, transportation, and capital program delivery environments. We assist our customers in delivering mission-critical engineering support, program coordination, data-driven decision tools, and technology-enabled solutions that enhance operational performance, asset reliability, and capital project execution. In support of transit clients, our teams provide multidisciplinary support across trackwork engineering programs, including field inspection, data analytics, construction coordination, and capital program support functions.   • Bachelor’s degree in Engineering, Construction Management, Quality, or related field.
  • Minimum ten (10)+ years of relevant experience in engineering delivery, QA/QC, or technical review environments.
  • Demonstrated experience reviewing complex technical deliverables.

Nice To Haves

  • Rail/transit or public infrastructure delivery experience.
  • ISO 9001 familiarity, internal audit experience, or formal quality certification preferred.
  • Experience with design QA/QC and construction support documentation.
  • Ability to work across teams and maintain quality under compressed deadlines.
  • Ability to support document confidentiality and controlled-distribution requirements.

Responsibilities

  • Develop, implement, and maintain QA/QC procedures for engineering, analytics, inspection, and construction-support deliverables.
  • Review reports, plans, specifications, calculations, schedules, estimate packages, and supporting documents for completeness, consistency, and compliance.
  • Coordinate interdisciplinary checks to ensure alignment between track, civil, structural, inspection, analytics, and project-controls outputs.
  • Identify quality issues, process gaps, documentation inconsistencies, and repeated error trends requiring corrective action.
  • Maintain logs of review comments, corrective actions, and quality findings and support closure tracking.
  • Support lessons learned, corrective action implementation, and continuous improvement of delivery practices.
  • Assist project teams in applying document standards, review workflows, and submittal readiness checks.
  • Support final readiness reviews before formal transmittal to MTA or other stakeholders.
