About The Position

Mackin Engineers & Consultants is seeking a QA/QC Construction Engineer to provide technical leadership, quality oversight, and project management support for Construction Management and Construction Inspection (CM/CI) services. This role is responsible for ensuring CM/CI project quality, compliance with contract requirements, and adherence to applicable engineering standards while supporting business development, staff supervision, and continuous improvement initiatives. The position works closely with field staff, project managers, and leadership to deliver high-quality construction services that meet client expectations for safety, schedule, cost, and performance. Requirements

  • Bachelor’s degree in civil engineering or related field
  • Progressive experience in construction management, construction inspection, and/or transportation projects
  • Strong knowledge of QA/QC processes, construction standards, and contract compliance
  • Familiarity with PennDOT plans, specifications, manuals, publications, and construction standards
  • Proven ability to supervise field staff and manage multiple projects concurrently
  • Strong organizational, problem-solving, and decision-making skills
  • Excellent written and verbal communication skills
  • Ability to plan, prioritize, and manage schedules and resources effectively
  • Experience supporting business development, proposals, and client relationships
  • Proficiency with computers and construction documentation systems

Responsibilities

  • Provide technical leadership, oversight, and QA/QC support to CM/CI field staff to ensure compliance with plans, specifications, safety standards, and contractual requirements
  • Monitor CM/CI performance, project quality, field documentation, scope, schedule, costs, and contractual commitments
  • Inspect construction sites to verify contractor progress and conformance with approved plans and standards
  • Supervise and support CM/CI staff, including staffing, recruiting, training, equipment needs, and short-term field coverage as needed
  • Conduct documentation audits, support project closeouts, and participate in after-action reviews to improve project delivery
  • Support business development through client relationships, marketing initiatives, SOIs, and proposal development
  • Serve as Project Manager, Supervisor, or Transportation Construction Manager (TCM) as required
  • Advise management on risks, opportunities, and operational impacts
  • Contribute to overall company growth, internal support, and client satisfaction
