Job Summary:
The Purchasing Specialist is responsible for procuring materials, equipment, supplies, and services of a specialized or complex nature in accordance with organizational purchasing policies and procedures. This role supports cost-effective procurement strategies, evaluates purchasing processes, and manages vendor relationships to ensure quality, efficiency, and compliance. The Purchasing Specialist plays a key role in sourcing, bid management, contract administration, and continuous improvement of procurement operations.

Requirements

• Bachelors Degree
• Junior: 0-3 years of experience in maintenance, logistics, or facilities operations
• Senior: 10+ years of experience in maintenance, logistics, or facilities operations
• Secret Clearance
• Strong analytical and problem-solving skills
• Knowledge of procurement processes and contract administration
• Effective negotiation and vendor management skills
• Attention to detail and organizational skills
• Proficiency in Microsoft Office and procurement systems

Nice To Haves

• Experience with strategic sourcing and cost reduction initiatives
• Familiarity with government or regulated procurement environments
• Knowledge of supply chain best practices and compliance standards
• Certification such as CPSM (Certified Professional in Supply Management) or similar

Responsibilities

• Review and process purchase requisitions for accuracy, completeness, and compliance with policies
• Procure materials, equipment, supplies, and services in a timely and cost-effective manner
• Monitor purchase orders and manage change orders as needed
• Ensure proper documentation and recordkeeping of procurement activities
• Develop and implement cost-effective purchasing strategies aligned with organizational goals
• Analyze purchasing trends and identify opportunities for cost savings and process improvements
• Recommend improvements to procurement workflows and requisition processing methods
• Identify, evaluate, and develop sources of supply for goods and services
• Build and maintain strong relationships with vendors and suppliers
• Evaluate vendor performance based on quality, cost, and delivery metrics
• Prepare bid specifications, formal bid invitations, and requests for proposals (RFPs)
• Issue bid requests and solicit quotes from qualified vendors
• Analyze bids, quotes, and proposals to determine best value
• Select and recommend vendors for award of contracts
• Administer contracts to ensure compliance with terms and conditions
• Ensure all purchasing activities comply with company policies, legal requirements, and ethical standards.
• Monitor procurement processes and recommend enhancements to improve efficiency and effectiveness.
• Support audits and maintain transparency in procurement practices.
