About The Position

Under Planning & Zoning Director provides community development and economic development planning services for the Pueblo of Sandia. Requirements

  • High School Diploma, GED certification or equivalent.
  • Bachelor’s Degree in Public Planning, Business Administration, Public Administration or related field from an accredited college or university.
  • Five (5) years’ experience directly related to the essential functions specified.
  • Note: Relevant work experience or education may be substituted to satisfy education and/or work experience.
  • Must possess and maintain a valid, unrestricted New Mexico driver’s license.
  • Must be able to successfully pass a stringent background investigation and character investigation in compliance with PL 101.630.
  • Will require a pre-employment and random drug screening.
  • Knowledge of basic principles of community planning.
  • Knowledge of capital improvement planning principles and processes on Tribal lands and in New Mexico.
  • Knowledge of distinctions between Tribal and non-tribal economic development.
  • Ability to provide technical advice and information in areas of expertise to Tribal Council.
  • Ability to determine information needs, collect and analyze information, and to devise and develop statistical analysis and reports.
  • Ability to analyze and develop timelines, project needed resources and monitor and evaluate.
  • Knowledge of federal, state and foundation grants requirements and application procedures.
  • Ability to effectively communicate both orally and in writing.
  • Ability to prepare and delivers presentations to Tribal Officials.
  • Ability to organize resources and establish priorities.
  • Experience in database management.
  • Ability to prioritize work, multi-task and exercise self-management.
  • Proficient in computer skills including Microsoft Windows, Word, Excel and PowerPoint.
  • Ability to work harmoniously and professionally with co-workers and supervisors.

Responsibilities

  • Designs and implements land use, infrastructure, housing, transportation, capital, special project, comprehensive, and strategic planning processes to include land use and protection, transportation circulation, annual and multi-year capital improvement, general development strategy, and special projects and programs.
  • Supports and updates other directors' special projects and program planning to include Village Plan Overall Economic Development Plan and Capital Improvement Plan.
  • Knowledge of federal, Tribal, state and local planning funding opportunities.
  • Reviews general development plans from the Pueblo’s departments which would fall in line with reviewing and updating the ICIP.
  • Coordinates with multiple departments to develop and maintain a 5-year comprehensive strategic plan for the Pueblo of Sandia.
  • Recommends policies for planning and development.
  • Maintains planning documents and records.
  • Develops budgets using federal grant funds for planning and development initiatives.
  • Works with the housing department to update housing plans and policies.
  • Prepares scope of work and manages planning contracts.
  • Conducts research, collects data, and prepares summaries to assist Tribal Council in making informed decisions.
  • Works with existing health, education, and community service committees and boards on planning needs and issues.
  • As approved by the Pueblo, represents the Pueblo on regional planning bodies and tasks forces.
  • Works with the Census Clerk to maintain Pueblo demographic databases.
  • Identifies potential sources of funding for planning and development initiatives.
  • Prepares and delivers oral, graphic, and written presentations to Tribal Council, the Governor, and others.
  • Punctual and regular attendance is an essential responsibility for all team members and are expected to report to work based upon the assigned schedule each day in accordance with the Attendance Policy for Pueblo of Sandia.
  • Performs additional duties and responsibilities as necessary or assigned.
  • Demonstrates strong interpersonal skills in building a cohesive working relationship with co-workers and internal/external contact.
