About The Position

GENERAL DESCRIPTION: The Texas Division of Emergency Management (TDEM) is an emergency response entity, this status can affect working hours, travel needs and change in duties as needed. The Publications Liaison, under general direction, manages, plans, and coordinates the publication of the Domestic Preparedness Journal and other online and print publications, reports, and other communications. This position facilitates production of articles and podcasts on a regular basis. The Publications Liaison will also represent the Domestic Preparedness Journal to external stakeholders and interested parties at conferences, summits, and meetings. Salary is a fixed rate and is non-negotiable. This position is located on-site and not subject to telecommuting. ESSENTIAL JOB DUTIES AND RESPONSIBILITIES: Coordinates with Domestic Preparedness staff on the development and publication of articles, commentary, advertising, and editorials for publications. Assists in preparing information and research materials; creates and maintains PowerPoint presentations. Takes notes and memos during meetings; types documents, drafts, and reports; sorts and manages files. Manages databases and input information, data, and records. Tracks journal and publication documents from submission through publication. Coordinates with IT and design teams to maintain accessibility, aesthetics, and search engine optimization performance. Manages audio production, including editing, and publishing podcast episodes. Improves sound quality and listener experience, helping the journal reach new audiences through accessible audio formats. Assists editorial team with digital and print issues: collecting and placing ads, and typesetting. Uploads the weekly brief content, ensuring all content reflects accurately prior to publishing. Captures and curates original photography from key events, providing authentic visual content that enhances articles and promotional materials. Administers publication schedules. Prepares monthly work status reports. Participates in monthly reviews of volume/report work status. Stays abreast of status of assigned projects to ensure work stays on schedule. Conducts ongoing research into software, hardware, and other technologies or techniques that will streamline production and keep publications technically current. Identifies essential updates, reports and calendar events that affect the readership of the publications. Assists with the development of advertisers and advertising content as needed. Works with TDEM staff and stakeholders to support and expand the productivity, quality, and visibility of our journal and associated media channels. Produces original, high-quality visual content for social media to increase engagement and showcase the journal’s activities and contributors. Assists in maintaining a tracking system for project timelines and costs. Assists with the TEMC Conference panels, podcast booth, poster campaigns, and distribution of the journal. Contributes to multimedia projects by assisting in the development of publishing print/digital journals, podcast production, and website management. Face-to-face and person-to-person interactions are required. Maintains regular course of attendance during authorized work schedule and work extended hours when needed. Ability to travel 20%. Requirements

  • Education – Bachelor’s degree in Journalism, Communications, Marketing, English, Science, or Public Relations, or equivalent combination of education and experience.
  • Knowledge of typesetting and publication standards.
  • Strong organizational skills.
  • Strong and effective communication skills.
  • Skills in Adobe Creative Suite (InDesign, Premiere, After Effects, Photoshop, Illustrator, Adobe Express).
  • Proficiency in word processing and spreadsheet processing software.
  • Ability to coordinate with multiple stakeholders to ensure website content is accurate and easily accessible.
  • Ability to produce visual content via photography or other mediums.
  • Ability to anticipate and identify issues and problem solve.
  • Proven ability to edit and publish quality audio content.
  • Ability to work extended or non-traditional hours such as evenings, weekends, special events, etc.
  • Ability to communicate with tact and diplomacy.
  • Must successfully complete and obtain certification in IS-100, IS-200, IS-700, IS-800 FEMA courses within twelve (12) months of employment and any other training as determined.

Nice To Haves

  • Experience in publications, reports, and other communications.
  • Additional work experience of the type described above may be substituted for the education requirement on a year-for-year basis.
  • Thirty (30) semester hours is equivalent to one (1) year of experience.
  • A completed advanced degree may also be substituted in lieu of work experience.
