About The Position

The incumbent performs high level managerial and administrative work in directing the short and long-range plans and programs of the City's Public Works division. Work involves ensuring that the work programs and budgets of the various divisions are coordinated to achieve their respective objectives. Work is performed with considerable professional and managerial independence within general policy guidelines. Work is evaluated for the successful accomplishment of both short and long-range objectives, and for the efficient operation and maintenance of the system. Reports to the City Manager.

Requirements

  • Bachelor’s Degree in Civil Engineering, Business Administration, Public Administration or a related field
  • Ten (10) years of experience in municipal or county public works operation and maintenance experience at the management level; or equivalent combination of education and experience.
  • Proficiency in the principles of municipal budgeting, expenditure control, and public finance.
  • Ability to develop long-range financial plans that align with broader city-wide goals and priorities.
  • Experience in researching and analyzing complex fiscal data to support data-driven decision-making.
  • Must possess and maintain a valid Florida driver’s license.
  • Out-of-state hires must have the ability to obtain a Florida driver’s license within 30 days.

Responsibilities

  • Plans, directs, and coordinates the activities of Public Works.
  • Maintains oversight of the activities of Streets, Storm Water, Engineering, Facilities, Grounds, and Fleet Management divisions.
  • Direct the preparation and presentation of the department’s annual operating budget, including forecasting funds for staffing, equipment, and materials.
  • Monitor departmental expenditures and revenues to ensure strict compliance with established budgetary parameters and fiscal policies.
  • Lead the development and implementation of multi-year Capital Improvement Plans to address long-term infrastructure needs like roads, utilities, and facilities.
  • Prepare detailed cost estimates and progress reports for major construction and maintenance projects to ensure they remain within authorized funding.
  • Identify and pursue alternative funding opportunities, including federal and state grants, to support departmental initiatives and infrastructure growth.
  • Manages and oversees the solid waste contract.
  • Maintains liaison with appropriate municipal, county, and state agencies regarding the city's roadway and drainage systems.
  • Evaluates the need for contractor and consultant services as needed and makes recommendations accordingly.
  • Appraises adequacy of facilities and develops plans and priorities for modification and extensions; evaluates soundness and efficiency of operations; supervises the implementation of improvements; develops work programs and budgetary estimates.
  • Recruits, selects, and supervises upper management employees within the department.
  • Presides over and participates in personnel matters within the department.
  • Attends special meetings and prepares divisional reports.
  • Responds to questions and complaints from customers and the public.
  • Performs other related work as required.
