About The Position

The Public Works Director is responsible for overseeing and managing the various public works programs and activities within the city. This role involves planning, directing, and coordinating the operations of the Streets, Water, and Wastewater Divisions, ensuring compliance with regulations, and maintaining effective relationships with staff, contractors, and regulatory officials. The director will also be involved in budget preparation, staff training, and performance evaluations, while addressing community concerns related to public works.

Requirements

  • Bachelor's degree in civil or mechanical engineering or a closely related field.
  • Seven years of progressive experience in engineering or public works, with five years in a managerial role.
  • Knowledge of construction, maintenance, and improvement techniques for municipal systems.
  • Knowledge of inventory control and purchasing procedures for public works equipment.
  • Skill in effective oral and written communication.
  • Skill in conducting field inspections and detecting necessary maintenance and repairs.
  • Skill in planning and implementing departmental procedures and objectives.
  • Skill in supervising and delegating duties to assigned staff.

Nice To Haves

  • Experience with SCADA systems.
  • Knowledge of GIS mapping systems.
  • Experience in municipal government operations.

Responsibilities

  • Participate in the selection, training, motivation, and evaluation of assigned personnel.
  • Plan, direct, and manage multiple public works programs and activities.
  • Analyze complex engineering and maintenance issues and develop sound recommendations.
  • Review plans and specifications for compliance with City requirements.
  • Establish and implement long-term plans and priorities for Public Works.
  • Evaluate bid documents and recommend contract awards for public works projects.
  • Analyze technical testing related to water, wastewater, and street construction for compliance.
  • Plan and coordinate the performance of consulting engineers and contractors.
  • Develop comprehensive technical reports and correspondence in a timely manner.
  • Establish effective working relationships with staff, developers, and regulatory officials.
  • Utilize knowledge of applicable laws and regulations governing public works functions.
  • Review and advise on development plans and permits for work in City rights-of-way.
  • Utilize various tools and equipment for inspections and maintenance tasks.
  • Travel to inspect treatment plant facilities and attend meetings and training sessions.
  • Prepare annual budget requests for Public Works operations.
