The Department of Commerce, Division of Public Staff in Utilities Commission, is looking for an Public Utilities Regulatory Analyst II. The primary purpose of this regulatory analyst II position is to fulfill the work activities of the Public Staff Accounting Division on cases and projects involving utilities regulated by the North Carolina Utilities Commission. Division responsibilities include but are not limited to: Perform work activities of the Public Staff Accounting Division on cases and projects involving utilities regulated by the North Carolina Utilities Commission. Responsible for investigating and auditing the financial transactions, accounting practices, and rate adjustment filings of regulated public utilities. Compiling, monitoring, auditing, and examining financial and/or program information sources for accuracy, integrity, and conformance to rules and regulations. Preparing complex financial analysis and reports. Acting as the lead auditor on assigned utility cases, and providing assistance to PURA Is working with leads on cases. Responsible for written and oral recommendations to the Utilities Commission, including testimony, affidavits, reports, comments, and other documents. Producing supporting schedules for the written communications regarding rate base adjustments, revenue requirements, rate design, appropriate accounting treatment of capital/expense items, establishment and compliance with regulatory conditions, utility tax treatment, affiliate contracts, and other accounting/financial findings. Testifying before the Utilities Commission regarding all work performed on a given case. This position DOES NOT involve traditional accounting duties such as recording agency financial transactions, managing agency fiscal programs, or agency budgeting. This is a full-time position (40 hours per week) with State Benefits, including health insurance, as well as retirement. State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon those factors, a pay increase MAY result.

Requirements

  • Knowledge of Generally Accepted Accounting Principles, investor-owned utility accounting practices and regulatory accounting matters, including the Uniform System of Accounts and FERC Chart of Accounts.
  • Experience in auditing and examining accounting and financial records and reports of public utilities (e . g . plant in service, depreciation, taxes, operation and maintenance expenses, administrative and general expenses, ROI, general ledger, etc . ). identifying changing requirements and aberrations regarding account structures/reports, and/or accounting systems, and identifying, researching , and reviewing of policy , procedures , and regulations for Public Staff positions , problem resolutions , and/or program requirements .
  • Good written and oral communication skills to effectively communicate complex regulatory accounting matters to the Commission.
  • Establish and maintain cooperative and effective relationships with fellow employees, regulators, utility representatives, other state and federal officials, and utility ratepayers.
  • Bachelor’s degree in accounting, banking, finance, business administration, public administration, economics, or related discipline from an accredited institution and three years of directly related experience; Or; An equivalent combination of education and experience.
