This is professional services work of a managerial nature in providing consolidated management and coordinated oversight for all aspects of business retention and expansion, business attraction, business development, tax incentives, domestic trade, site selection, and other business assistance in the State of Maine. Responsible for coordinating all State, Federal and Community resources to ensure prospective and existing business clientele have access to rules, regulations, licenses, tax information, etc., necessary to conduct business in the State of Maine in the most effective and expeditious manner. Reporting directly to the Commissioner and providing progress updates to the Governor and staff, this position must be proficient in all manner of business creation, development, and attraction in the State of Maine.

  • Directs, monitors and coordinates personnel responsible for establishing new business, developing current business relationships and ensuring satisfaction with business conducted by departments and agencies in State Government.
  • Provide assistance to and work collaboratively with other entities who share a mission to enhance Maine's ability to compete in a global and regional marketplace.
  • Direct the State's business attraction activities, including national and international conferences, proactive lead generation, managing the state's substantial business attraction pipeline, site selection, and crafting competitive incentive packages for prospective investors. This also includes maintaining the state's site selection database.
  • Actively pursue networking opportunities to ensure accurate and timely incentive and resource information is provided to prospective businesses.
  • Understand the tax incentive programs and funding opportunities available in Maine. Oversee the tax incentive programs, including Dirigo Business Incentives.
  • Provide confidential analysis, assessment, updates, and information on policy matters and business climate issues to the Commissioner, Deputy Commissioner, Governor and Legislature when appropriate.
  • Assist with setting performance standards and implementation of best practices for relationships among the departments, economic development organizations, municipalities, and the business community.
  • Reviews and analyzes state resources and organizational problems including duplication, communication, information flow and integrated service delivery in order to develop and maintain efficient and economical operations.
  • Gathers and organizes information on problems, deficiencies, and resource waste in order to collect information for management analysis.
  • Controls and coordinates the direction of administrative and/or program functions over a long range planning period to facilitate attainment of program goals, to ensure adherence to administrative directives, state and federal laws and regulations, and to maximize the integration and delivery of services.
  • Provide assistance to and work collaboratively with departments and agencies to overcome regulatory barriers. This includes serving on numerous advisory committees and working groups; e.g., FOR/Maine, SEA/Maine, renewable energy, life sciences, blue economy, etc.
  • Confers with the Governor, Commissioner and divisional directors to discuss and solve agency wide problems that impair the effectiveness of efficiency of program.
  • Oversees legislatively-directed programs, including (but not limited to): business resiliency and recovery programs, grant programs, industry-specific efforts (e.g., blue economy), and other programs.
  • Serves as State Program Manager for the Northern Border Regional Commission.
  • Knowledge of applicable federal and state laws, rules, and regulations relating to business development.
  • Knowledge of public administration theories, principles, and practices.
  • Knowledge of financial statements, techniques, and practices.
  • Knowledge of Statewide programs, services, mandates, and organization.
  • Ability to respond to constituent referrals from Governor's Office and Commissioner's Office of DECD.
  • Ability to represent the State in hearings and meetings.
  • Ability to identify and resolve complex management issues.
  • Ability to establish and maintain effective working relationships.
  • Possess exceptional communication skills, both orally and in writing.
  • Ability to create a rapport with people of all demographics and demonstrate superior interpersonal and sales skills.
  • Ability to be a flexible team player who thrives in environments requiring ability to effectively prioritize and juggle multiple concurrent projects.

  • Be an experienced manager with the ability and expertise to motivate employees and create a team environment.
  • Bachelors Degree in Business Administration, Economics or a related field and four (4) years of directly related training, education and/or professional level experience in public/business administration which includes experience in policy development, analysis, implementation, evaluating and developing improvements to organizational, governmental, and/or managerial programs and relationships to business activities as well as (2) years of managerial/supervisory experience. Related professional experience may be substituted for education on a year-for-year basis.
