About the position

The Public Safety Information Technology Applications Manager performs a variety of administrative and advanced technical support functions ranging from physical and virtual client computing, application and server-based system support within the Application Services Division. This position ensures that projects are completed on time and within budget, and that they comply with agreements and regulations. This position may also coordinate teams of experts to collect data and provide technical assistance. This position works closely with the Information Technology Operations Manager, Public Safety Information Systems Team, and Police Department Administration Team.

Responsibilities

  • Provides day-to-day advanced production and ongoing Public Safety support for applications, hardware video equipment, and projects including issue identification, analysis, troubleshooting, testing, documentation and user administration.
  • Monitors critical department applications to maintain operational status and identify and address any security issues.
  • Develops, implements and streamlines business process and procedural requirements.
  • Serves as the subject matter expert in emergency communications systems.
  • Serves as department/division project manager to enterprise Public Safety Departments for application and infrastructure projects.
  • Assists in the development of technology requests and developing the departments technology strategic plan including providing feasibility analysis and budgetary input.
  • Performs project management duties relating to applications upgrades and new applications implementation.
  • Plans, tests and implements software installations and upgrades to ensure applications meet user needs.
  • Provides technical support of any critical system change, upgrade or migration and implementation.
  • Assists in maintaining Public Safety Applications, and crime analysis software; installs and configures software packages; may train users on use of hardware equipment.
  • Develops and maintains documentation related to application architecture, interface programs, quality assurance testing for applications.
  • Works with San Juan Communication Authority in support with public safety applications.
  • Conducts all job functions with an awareness of security technologies and best practices, making recommendations and implementing security measures to protect City data and assets.
  • Performs minor Microsoft SQL, DB2 Queries, JavaScript, Visual Basic, and report writing duties as required.

Requirements

  • Graduation from an accredited four-year college or university with a degree in information technology, computer engineering, computer science, or related field preferred.
  • Three years' experience with client based operating systems such as Windows Operating Systems, database programming, client/server programming, and video equipment.
  • Valid driver's license, with acceptable driving record for past three years.
  • Ability to learn to install and operate a variety of software programs.
  • Ability to maintain existing software programs and computer systems.
  • Ability to troubleshoot common hardware and software problems.
  • Thorough knowledge of Windows.
  • Working knowledge of installations and configurations in at least the following: Microsoft Office suite, hardware and software.
  • Ability to meet project deadlines.
  • Working knowledge of wire, wiring devices, surge protectors and all necessary hardware to complete necessary installation.
  • Knowledge of printer installation and configuration.
  • Ability to establish and maintain effective working relationships with supervisors and co-workers.
  • Excellent written and oral communication skills to interface effectively with all users.
  • Ability to work effectively with other departments and outside vendors.

  • Salary range: $66,220 - $102,978 / Annually

  • 8:00 am - 5:00 pm working hours
