About The Position

The Public Housing Manager is responsible for the management and operation of one or more housing developments, ensuring compliance with HUD regulations and the Housing Authority's policies. This role involves overseeing office operations, managing budgets, maintaining resident records, and conducting inspections. The manager also provides support to residents, coordinates with maintenance staff, and prepares various reports related to housing operations.

Requirements

  • Associate degree in Business, Public Administration, or Social Sciences from an accredited college or university.
  • Five years of progressively responsible experience as a Management Aide, or at least three years working in an administrative capacity at a housing development.
  • Knowledge of Housing Authority operating policies and procedures, and HUD regulations pertaining to low-rent housing.
  • Public Housing Management Certificate required within one year of employment.
  • Skill in the use of basic office machines and computer equipment.
  • Ability to meet and deal with the public and establish effective working relationships.

  • Some knowledge of modern principles, practices, and techniques of budgeting and bookkeeping.

Responsibilities

  • Oversee development office operations to ensure HUD compliance and Housing Authority's policy and procedures.
  • Prepare annual development budget and all supporting schedules.
  • Collect rent deposits, maintain records of collections, and prepare computer-generated reports.
  • Perform annual and interim recertification of residents in a timely manner.
  • Screen all completed files for accuracy and compliance with HUD regulations.
  • Provide orientation for new residents and explain lease and Authority policies.
  • Perform move-in, move-out, annual, special, and other inspections as needed.
  • Maintain and monitor delinquent rent roll and initiate eviction processes when warranted.
  • Counsel residents concerning personal and family problems and refer them to Community Service agencies.
  • Prepare weekly managers report on various housing metrics.
  • Attend Resident Council meetings and meetings with outside agencies to identify resident needs.
  • Coordinate relocation of residents during modernization of dwelling units.
  • Approve supply requisitions and maintain inventory.
