About The Position

The Public Health Supervisor provides leadership and oversight for assigned public health programs and staff, ensuring effective planning, implementation, and delivery of high-quality public health services that protect and promote community health. This position supports the Public Health Director in program administration, strategic planning, performance management, compliance, and workforce development, while supervising professional staff and providing direct public health nursing services as needed. Work is performed under the general direction of the Public Health Director and contributes to department-wide alignment with Minnesota’s Foundational Public Health Responsibilities (FPHR).

Requirements

  • Bachelor’s degree in nursing from a school accredited by the National League of Nursing.
  • Minnesota Registered Nurse license.
  • Minnesota Public Health Nurse Certification.
  • Minimum of five (5) years related experience
  • Twenty-four (24) hours of continuing education credits every two (2) years.
  • Valid driver’s license.
  • Thorough knowledge of public health principles and practice within a Minnesota county public health system, including population health, assessment and surveillance, community health assessment and planning, health promotion, epidemiology, and prevention strategies.
  • Comprehensive knowledge of public health administration, including strategic planning, budgeting, performance management, quality improvement, workforce development, and program evaluation aligned with Minnesota’s FPHR.
  • In-depth understanding of federal, state, and local public health laws and regulations—including Minnesota public health statutes, rules, grant requirements, HIPAA, data privacy, and mandated reporting laws—and their implementation.
  • Knowledge of nursing principles, communicable disease control, immunizations, medications, and clinical practices relevant to community-based public health.
  • Strong understanding of social determinants of health, health equity, cultural responsiveness, community engagement strategies, and the use of data to inform policy and program decisions.
  • Strong leadership and supervisory skills, including staff development, coaching, performance evaluation, conflict resolution, and fostering a collaborative team environment.
  • Skill in planning, implementing, and evaluating public health programs in alignment with agency priorities and Minnesota’s FPHR, including assessment, communications, policy development and support, community partnership development, and organizational competencies.
  • Effective oral and written communication skills, including public speaking, policy and procedure development, report writing, and group facilitation.
  • Skill in interpreting and applying laws, regulations, and grant requirements; analyzing data and technical information; and using quality improvement and performance management methods to enhance services.
  • Proficiency in electronic health records, data systems, and standard office software.
  • Skill in building and sustaining partnerships with community organizations, healthcare providers, schools, human services, and other governmental entities.
  • Ability to provide leadership with a whole-department and systems-level perspective, ensuring programs and staff efforts align with agency mission and priorities, and Minnesota’s FPHR.
  • Ability to interpret and apply public health laws, policies, and standards to ensure compliance, program integrity, and equitable service delivery.
  • Ability to manage multiple complex priorities, allocate resources effectively, and make sound, data-informed decisions under changing regulatory and community conditions.
  • Ability to foster positive working relationships with staff, elected officials, community partners, and the public.
  • Ability to respond professionally to concerns or complaints, de-escalate tense situations, and apply public health principles with cultural humility and ethical integrity while maintaining appropriate professional boundaries.

Responsibilities

  • Provide direction to the planning, design, implementation, and operation of assigned public health programs and services, recommending program modifications as needed.
  • Lead administration of services to individuals, families, groups and communities, ensuring alignment with Minnesota’s FPHR and statewide public health standards.
  • Collaborate with the Public Health Director to develop, evaluate, and improve programs based on community health assessments, identified needs, and agency long-range plans.
  • Develop, implement, and maintain operational procedures, documentation systems, and standard operating procedures (SOPs) to ensure program integrity, consistency, compliance, and quality improvement.
  • Ensure program goals and objectives are met and complete required statistical, performance, and grant or program reports.
  • Oversee program budgets in collaboration with the Director, recommending adjustments to maintain fiscal accountability.
  • Manage procurement, maintenance, and appropriate use of nursing supplies, equipment, and vaccines to support program delivery efficiently and cost-effectively.
  • Assist with grant management, reporting, and compliance requirements.
  • Assume responsibility for agency operations in the absence of the Director.
  • Implement and enforce agency policies, procedures, and public health standards in accordance with federal, state, and local regulations.
  • Ensure compliance with licensure laws, certification standards, and public health regulations, maintaining legal and ethical responsibility for services.
  • Conduct program audits, record reviews, and supervisory conferences to assure quality of care, proper documentation, and compliance with certification and licensure requirements.
  • Lead, participate in, and support internal and Kandiyohi-Renville Community Health Board strategic planning, performance management, quality improvement processes, and workforce development planning.
  • Collect, analyze, and interpret data to inform decision-making, identify- health trends and disparities, prioritize resources, and support evidence-based interventions.
  • Engage in community health assessments and develop, implement, and evaluate community health improvement plans in collaboration with Kandiyohi-Renville Community Health Board.
  • Serve as a public health agency representative to community partners, stakeholders, and external organizations.
  • Facilitate community partnerships to advance public health policy, systems improvements, and population health outcomes.
  • Participate in community-based coalitions to examine health data, set goals, and implement strategies to improve population health.
  • Develop and provide presentations, education, and training for civic groups, schools, health-related organizations, and the Board of Commissioners.
  • Identify and address barriers to effective service delivery and policy implementation through a health equity lens.
  • Assume leadership in public health emergency preparedness and response activities, assigning staff to National Incident Management System (NIMS) roles and ensuring adequate coverage.
  • Train and lead staff in emergency response procedures and serve as a 24/7 contact for the Minnesota Department of Health as required.
  • Participate in emergency response operations during public health emergencies or disasters.
  • Provide direct public health nursing services as needed, including home visits, referrals, screenings, group education, public clinics, and case management.
  • Maintain responsibility for assigned caseloads and provide consultation or after-hours response to staff as needed.
  • Determine appropriate services, referrals, and reimbursement sources based on client needs and eligibility.
  • Serve as a mandated reporter and participate in case reviews related to child and/or vulnerable adult protection.
  • Carry out supervisory responsibilities in accordance with organizational policies and applicable laws, including interviewing, hiring, and training employees; planning, assigning, and directing work; evaluating performance; rewarding and disciplining employees; and addressing employee concerns and resolving problems.
  • Review and approve or deny staff time-off requests; manage extended leave coverage and ensure accurate time entry reporting.
  • Review and approve biweekly payroll reports for direct-report staff.
  • Assist in identifying performance goals for staff and support them in achieving those goals.
  • Identify staff educational needs and plan in-service or training opportunities in consultation with the Director to meet certification, licensure, competency, and grant requirements.
  • Assign, schedule, and coordinate staff workloads, including after-hours and overtime assignments, and reassign staff across programs as needed to ensure equitable service delivery and program effectiveness.
  • Ensure adequate office call coverage at all times.
  • Schedule and lead team meetings, providing ongoing communication, guidance, and support.
  • Ensure adherence to organizational policies, procedures, and public health standards.
  • Provide guidance and supervision to nursing staff in addressing client issues, resolving operational challenges, and maintaining service continuity across programs.
  • Perform other work-related assignments as directed or as it becomes apparent.
