About The Position

The Public Health Disease Intervention Specialist II (DIS II) plays a vital role in preventing and controlling the spread of communicable diseases such as COVID-19, HIV, STIs, and viral hepatitis across North Carolina. This position provides daily oversight, training, and technical guidance to Disease Intervention Specialist I (DIS I) staff, ensuring effective case investigation, contact tracing, and field-based interventions. The DIS II analyzes confidential medical data, supports outbreak response efforts, and serves as a liaison to healthcare providers and community organizations. Operating under CDC guidelines, the DIS II advises on treatment protocols and prevention strategies while maintaining cultural competence and confidentiality. The position requires independent fieldwork, strong communication skills, and the ability to respond to public health emergencies.

Requirements

  • Bachelor's degree from an appropriately accredited institution and two years of experience as a Public Health Disease Intervention Specialist, including one year in the same program area
  • OR
  • an equivalent combination of education and experience.

  • Documented experience conducting field-based communicable disease investigations aligned with CDC protocols, including case interviews, contact tracing, and partner notification services.
  • Hands-on experience with the North Carolina Electronic Disease Surveillance System (NCEDSS) to ensure accurate, timely documentation and analysis of disease intervention activities.
  • Proven experience collaborating with healthcare providers and community partners to apply CDC treatment guidelines and public health protocols effectively.
  • Demonstrated ability to mentor and coach entry-level disease intervention staff by offering constructive feedback, modeling field techniques, and guiding performance improvement.
  • Extensive experience compiling narrative and statistical reports on disease trends and program outcomes using tools such as Microsoft Excel, NCEDSS dashboards, and internal reporting templates.

Responsibilities

  • Train, mentor, and model disease intervention techniques for DIS I staff, including interviewing, case analysis, and field investigations.
  • Direct and monitor daily activities of multiple DIS I staff to ensure timely and effective disease intervention.
  • Analyze and interpret confidential medical records and surveillance data to guide public health actions.
  • Assign and schedule DIS I workloads to maintain office coverage and meet programmatic priorities.
  • Provide consultation and technical assistance to healthcare providers on CDC treatment guidelines and prevention protocols.
  • Assist in preparing narrative and statistical reports on disease trends and program performance.
  • Serve as acting Regional Supervisor in their absence and support supervisory functions such as performance evaluations.
  • Conduct field investigations and contact tracing during outbreaks, including participation in rapid response teams.
  • Ensure accurate and timely documentation of all investigative activities in the North Carolina Electronic Disease Surveillance System (NCEDSS).
  • Maintain compliance with all confidentiality policies and represent the program in community outreach and stakeholder engagement.
