About The Position

This position is the state specialist responsible for ensuring quality programmatic implementation of the statewide home visiting public health system funded through the Home Visiting Section (HVS). State and federal legislation requires the section to ensure quality implementation of evidence-based home visiting programs including Healthy Families America, Nurse-Family Partnership, Parents as Teachers, and Early Head Start-Home Based. This position is responsible for evaluating home visiting programs to ensure quality implementation that addresses public health focus areas including serving priority populations, activities to reduce pre-term birth, and ensuring family connection to resources. Evaluation occurs through statewide site review to ensure implementation efforts align with federal and state policy for home visiting including Public Act 291 of 2012 and the Maternal Infant Early Childhood Home Visiting Program (MIECHV) for home visiting section grantees. This position utilizes key informant interviews as part of the review to assess compliance with public health policy. This position uses aggregate results from the reviews to design training programs for grantees in coordination with other professional development staff employed through the Michigan Public Health Institute. This position analyzes and uses data to implement quality improvement projects, in coordination with state and local partners, to improve outcomes achieved by enrolled families. This position is also consults with HVS staff to provide technical assistance for ensuring the HVS achieves improvement in federally required MIECHV performance measures on a three-year cycle and supports improvement of outcomes expected through other state and federal funding.
