About The Position

The Protect & Build Campaign Manager will serve as the strategic and operational lead for the Protect & Build Our Safety Net campaign, with a focus on coordination, team management, partner alignment, and accountability for achieving targeted campaign outcomes. This full-time, one-year position will oversee a team of organizers and ensure that Community Change and Community Change Action’s campaign goals are met through robust base-building, narrative work, and powerbuilding strategies. This person must be both a seasoned campaign tactician and a relational leader who can hold complexity, manage cross-state coordination, and integrate field, communications, and policy approaches into a unified plan. A portion of time will be spent working with Community Change’s sister organization, Community Change Action. Requirements

  • At least 7 years of experience developing, leading, and implementing community organizing/issue campaigns, electoral organizing, or strategic campaigns.
  • An understanding of Medicaid, SNAP, or other social safety net programs, especially in a political and long-term powerbuilding context.
  • Proven ability to supervise staff and coordinate multi-site, multi-issue campaigns.
  • Strong campaign planning skills, with the ability to move targets, build coalitions, and integrate organizing with communications and policy advocacy.
  • Demonstrated ability to build relationships and organize people across lines of race, class, and geography.
  • Experience with leadership development and training models rooted in a powerbuilding framework.
  • Strong commitment to racial, economic, and gender justice.
  • Ability to travel up to 50% and work flexible hours as needed.
  • Proficiency with digital organizing tools, Google Workspace, and databases like Salesforce.
  • Understanding and use of research to inform work.
  • Facilitation and training skills.
  • Strong team player, familiar with team dynamics and willing to work in a team environment; experience and comfort working as part of a multi-disciplinary and multi-cultural team.
  • Excellent written and oral communication skills.

  • Experience organizing in rural areas or with cross-partisan constituencies preferred.

Responsibilities

  • Campaign Leadership & Strategy Lead the strategic planning and execution of the Protect & Build Our Safety Net campaign.
  • Develop, track, and refine field and advocacy goals across states.
  • Drive target strategies and ensure alignment across federal and state-level tactics.
  • Supports a culture of campaign collaboration and learning with other in-house campaigns.
  • Team Management & Supervision Supervise, coach, and support a team of Protect & Build Campaign Organizers across target states.
  • Facilitate weekly team meetings and 1:1 check-ins to build cohesion and accountability.
  • Foster leadership and skill development across the organizer team.
  • Relationship Management Manage relationships with grassroots partner organizations; ensure collaboration and alignment on goals, metrics, and narratives.
  • Help identify and manage the relationship with other key campaign stakeholders.
  • Support capacity-building for partner organizations in campaign execution and organizing infrastructure.
  • Cross-Functional Integration Coordinate across policy, communications, digital, and development teams to support unified campaign planning.
  • Ensure alignment between fieldwork and narrative, communications, and federal advocacy efforts.
  • Data, Tracking, and Evaluation Track both, qualitative and quantitative field metrics, base-building progress, and leadership development benchmarks.
  • Use data and reporting tools to inform strategic shifts and measure impact.
  • Prepare and deliver regular updates to senior leadership and external stakeholders.
  • Rapid Response and Adaptive Strategy Lead agile responses to emerging policy threats or opportunities affecting Medicaid, SNAP, and related programs.
  • Guide campaign pivots and mobilizations in response to the political and legislative landscape.
