Raytheon Vision Systems (RVS) is a world leader in the research, design, and manufacturing of focal plane arrays and flight-based vision systems supporting a myriad of defense, surveillance, space, and weather tracking applications. We have an immediate opportunity for a Proposals/Cost Account Lead. This role will be 50% Cost Account Lead and 50% lead for proposals in Focal Plane Operations (FPO), the semiconductor fab side of RVS. The Proposals/Cost Account Lead is the primary interface between Operations and the program finance administrator. This position is responsible for the total program financials from bid/proposal through shipment. The Lead will make strategic decisions for the direction of the program related to manufacturing plans and program, including representing the factory in make/buy decisions and Cost Reduction Initiatives. The Lead must have a thorough understanding of the production organization, including complexity of builds and support levels and resultant cost to programs. Significant interface is required with cross-functional team members, Finance analysts, Program Managers, and functional management.

Requirements

  • Typically requires a university degree or equivalent experience and a minimum of 5 years prior relevant experience or an advanced degree in a related field and 3 years of experience.
  • Experience working in Bids, Proposals, Cost Account, Finance, and/or Project Management.

Nice To Haves

  • Strong leadership skills, ability to manage complex interpersonal interactions and decision-making problems on “red” programs.
  • Computer proficiency with demonstrated ability to learn new software applications.
  • Familiarity with basic semiconductor processes
  • Familiarity with Supply Chain Management, scheduling, and Manufacturing Resource Planning (MRP) systems (SAP PRISM)
  • Experience in transition to production programs, supporting in an operations management position of leadership.
  • IPDS Experience and excellent financial acumen
  • Exceptional communication, writing, and presentation skills

Responsibilities

  • Work closely with the Bid and Proposal lead to generating well detailed proposals for Focal Plane Operations semiconductor fab division of RVS.
  • Use critical thinking to optimize and standardize FPO proposal process, generate Standard Work and training packages, and automate bids and Basis of Estimate (BOE) generation as applicable.
  • Monitor and control budget; Estimate at Complete (EAC) development, analysis, and presentation, and understanding and use of Earned Value Management (EVM)
  • Support Integrated Product Development System (IPDS) gate activities and administration, including bid and proposal activities and risk and opportunity ownership.
  • Data analysis with critical thinking and facilitate results through a cross- functional team.
  • Manipulate and process reports and work artifacts with large amounts of data
