The Proposal Manager is tasked with responsibility for leading Federal proposals from the bid decision through award. Receives assignments from the Proposal Development Center Director responding to RFPs, RFQs, RFIs and follow-on requirements from Federal clients. Analyzes RF(x) requirements, developing a compliance matrix and outline for writers, developing a proposal schedule, and directing the proposal development per the guidance of the opportunity owner. Owns the proposal process and ensures best practices are adhered to. Leads proposal team (including proposal coordinators, editors, writers, graphic designers, and production). Leads the day-to-day proposal process, including managing the schedule and collecting information required for a compliant, compelling proposal. Provides assistance supporting capture activities such as the win strategy though primarily focused on the mechanics of the proposal. Assists with the development and reviews of proof points, win themes and discriminators. Conducts color reviews (Pink/Red/Gold or equivalent) and ensures compliance with RFP requirements. Manages teaming partner data calls to collect information required for the proposal. Solicits and ensures proposal team interaction and participation on applicable proposal sections. Pre-RF(x), leads content plan efforts and works closely with capture and solution teams to make sure solution is compliant with RF(x) requirements. Regularly updates proposal and re-use repository.
