About the position

The position is for a Proposal Manager II who will be responsible for supporting sole source and competitive proposals ranging from $50M to over a billion dollars. The ideal candidate will have a proven track record of winning large proposals and will provide proposal expertise to all SNC IAS business areas. The Proposal Manager II will be responsible for following the Shipley proposal process with an emphasis on proposal planning and development. They will also have a strong background in delivering winning and compliant proposal responses. The successful candidate will need to have experience leading large and complex federal proposals. They will need to be able to work collaboratively with all business areas to ensure that proposals are of the highest quality and meet all requirements. The ISR (Intelligence, Surveillance & Reconnaissance), Aviation, and Security (IAS) business area is a leader in ISR and aviation, it is a leading prime manned and unmanned aircraft systems integrator for innovative, high-performance ISR and aviation systems. Its end-to-end Command, Control, Computers, Communications and Intelligence, Surveillance & Reconnaissance (C4ISR) capabilities encompass design, integration, test, certification, ground/flight training and complete logistics support. Responsibilities

  • Support sole source and competitive proposals ranging from $50M to over a billion dollars.
  • Follow the Shipley proposal process with an emphasis on proposal planning and development.
  • Deliver winning and compliant proposal responses.
  • Work collaboratively with all business areas to ensure high-quality proposals.
  • Lead large and complex federal proposals.

Requirements

  • B.A. (or equivalent degree) - a higher level degree may substitute for relevant experience.
  • Typically, 8+ years of progressive business development experience, which includes 4+ years of management experience.
  • Experience with federal proposals over $50M, including some experience with proposals over $100M.
  • Advanced knowledge of technical writing principles, practices, and standards.
  • Experience collecting information from subject matter experts and using it to create compelling proposal language & graphics.
  • Experience developing and organizing complex technical proposal content to achieve strategic objectives.
  • Experience leading, managing and organizing complex proposal color teams and non-advocate reviewers.
  • Experience developing compelling win themes, hot buttons, and discriminators.
  • Experience producing annotated proposal outlines, kickoff documentation, compliance matrices, and proposal deliverables.
  • Experience developing and maintaining proposal schedules.
  • Expertise with MS Office and Adobe tools for content creation and desktop publishing.
  • Excellent written and oral communication skills.
  • Ability to work successfully in a highly collaborative, fast-paced environment.
  • Association for Proposal Management Professionals (APMP) Foundation or above Certification.
  • Shipley Certification or advanced proposal training.
  • Advanced experience with simultaneously managing multiple proposals of all sizes.
  • Strong communication skills, including the ability to clearly express technical concepts.
  • The ability to obtain and maintain a U.S. Security Clearance.

Nice-to-haves

  • Master's degree.
  • Experience with proposal management tools, such as Please Review, Visible Thread, etc.
  • Experience working in multi-disciplinary proposal teams.
  • Experience reviewing Pricing Volumes to include Work Breakdown Structure (WBS) and Basis of Estimate (BOE).
  • Technical and proposal writing experience with emphasis on technical products and services related to DoD and Aerospace.
