The Proposal Lead is responsible for leading and coordinating the end-to-end development of competitive federal contract proposals for QGS. This role coordinates cross-functional teams to produce compliant, high-quality proposals in response to government solicitations including Requests for Proposals (RFPs), Requests for Quotes (RFQs), and Requests for Information (RFIs). The role also serves as the single point of coordination and accountability for proposal production from bis decision through final submission, ensuring cross‑functional inputs are timely, compliant, and aligned with capture strategy. The Proposal Lead ensures proposals are delivered on time, meet all compliance requirements, and clearly communicates QGS’s technical capabilities, project execution approach, and value to federal customers. This position works closely with Commercial Excellence (Business Development), Program Management, Operations, Finance, Legal, and executive leadership to manage proposal schedules, content development, pricing coordination, and final submission. The role requires strong organizational discipline, attention to detail, and experience navigating the federal procurement process.

Requirements

  • 5–8+ years of experience managing federal government contract proposals in a deadline‑driven, cross‑functional environment.
  • Demonstrated experience responding to federal solicitations (RFPs, RFQs, RFIs) in a structured proposal environment with responsibility for compliance, schedules, and coordinated inputs.
  • Strong understanding of federal procurement processes solicitation structures, and evaluation criteria
  • Experience coordinating multi-disciplinary proposal teams and managing overlapping proposal schedules under tight deadlines.
  • Excellent writing, editing, and document management skills , with the ability to produce clear, evaluator‑focused content.
  • Ability to analyze complex solicitation requirements and translate them into clear, compliant, and persuasive proposal responses.
  • Strong organizational and communication skills with the ability to influence and align multiple internal teams.
  • Ability to exercise sound judgment in prioritizing work, resolving conflicts, and making trade‑offs to meet proposal deadlines.
  • Experience balancing compliance, quality, and speed across multiple concurrent proposals.

Nice To Haves

  • Experience supporting proposals for DOE, DOD, or other federal agencies in energy infrastructure, construction, engineering, or government services.
  • Experience with proposal development tools such as InDesign or similar systems.
  • Experience supporting capture management and strategic pursuit planning, including win themes and competitive positioning.
  • Bachelor’s degree in business, Communications, Engineering, Construction Management, or related field; equivalent experience considered.
  • APMP (Association of Proposal Management Professionals) and/or SMPS (Society of Marketing Professional Services) Certification.

Responsibilities

  • Lead the planning, coordination, and execution of federal contract proposals from pursuit approval through submission, including kickoff, schedule management, internal reviews, and on‑time delivery.
  • Analyze RFP/RFQ/RFI requirements own the compliance matrices and proposal schedules to ensure all solicitation instructions and evaluation criteria are fully addressed in proposal.
  • Confirm receipt and clarity of capture inputs (win themes, competitive positioning, risks, teaming approach) before full proposal production begins.
  • Coordinate and drive cross-functional inputs (operations, technical Subject Matter Experts (SMEs), pricing, contracts, legal, safety, quality, and executive leadership), escalating risks or delays as needed to protect quality and deadlines.
  • Manage proposal timelines, milestones, and deliverables, balancing speed, quality, and compliance under tight deadlines.
  • Facilitate proposal kickoff and color team reviews (Pink, Red, Gold), capturing feedback to strengthen proposal quality and competitiveness and driving action items to closure
  • Develop, edit, and integrate proposal content to ensure a clear, consistent, and evaluator-focused narrative across all sections and volumes.
  • Ensure proposals comply with federal acquisition regulations, including FAR/DFARS flow-down requirements and agency-specific proposal instructions.
  • Coordinate and integrate proposal inputs from teaming partners and subcontractors to ensure alignment, compliance, and consistency.
  • Coordinate with Estimating and Finance to align pricing assumptions with the technical approach and proposal strategy.
  • Maintain and improve proposal templates, and content libraries to increase efficiency, consistency, and proposal quality
  • Track proposal pipeline activity, outcomes, and lessons learned, incorporating feedback into future proposals and templates.
  • Support capture planning activities including opportunity qualification, proposal readiness, and pre-proposal strategy development.
  • Perform additional duties and responsibilities as required to support business development and growth initiatives.
