Job Summary To oversee, coordinate, and manage tenant-related activities for all KCR-owned properties, ensuring compliance with policies, fostering positive tenant relations, and upholding KCR’s mission of providing safe, affordable housing. This role involves data management, tenant communication, property inspections, and close collaboration with internal and external stakeholders to achieve housing goals. Requirements

• High School Diploma or GED
• Ability to pass a Washington State Patrol Background Check
• Proficiency in utilizing MS Office Suite and other software applications
• 3-5 Years property management experience
• Must be able to demonstrate cultural competency in working with a diverse population
• Washington State Driver’s License
• Ability to be insured under KCR’s insurance plan
• Must demonstrate recognition and compassion for low-income peoples.
• Must be aware and sensitive to Section 504 of the Rehabilitation Act and the American with Disabilities Act (ADA)
• Position requires intermittent sitting, standing, walking, twisting, and bending.
• Must be able to occasionally lift 50 pounds.

Nice To Haves

Responsibilities

• Tenant Services Serve as the primary point of contact for tenants regarding property matters, fostering a safe, inclusive, and supportive housing environment. Manage and resolve tenant concerns, including conflict mediation, behavioral agreements, and policy enforcement. Interpret and enforce lease agreements, housing policies, and community standards; initiate corrective or supportive actions as needed, including notification and the eviction process. Connects tenants to housing support, including referrals to rental assistance and alternative housing resources when necessary.
• Occupancy, Leasing & Housing Administration Manage and coordinate the full housing lifecycle, including applications, screening, background checks, priority pools, leasing, move-ins, and move-outs. Coordinate and conduct unit inspections, leasing activities, and occupancy turnover processes. Maintain accurate and complete tenant files, including leases, subsidies, deposits, and compliance documentation. Monitor rent and subsidy compliance; coordinate with fiscal staff on billing, payments, and reconciliation. Initiate and manage payment plans, late notices, and eviction proceedings in accordance with policy and legal requirements. Track occupancy trends, retention, and housing utilization to inform planning and sustainability efforts.
• Property & Facilities Operations Coordinates and collaborates with Facilities and Housing Case Managers on a daily basis to ensure housing maintenance and other issues are addressed in a timely manner. Oversee day-to-day property operations to ensure properties are safe, functional, and well-maintained in frequent coordination and collaboration with Facilities Maintenance team. Conduct routine inspections and coordinate maintenance, repairs, and vendor services in collaboration with Facilities staff and leadership. Submit, track, and follow up on work orders to ensure timely resolution of maintenance issues. Serve as liaison with contractors, property management partners, and service providers in coordination and collaboration with Facilities Maintenance team. Manage unit turnover, damage assessments, and deposit reconciliation processes. Maintain accurate property records, condition reports, and compliance logs.
• Organizational Leadership Provide property management advisory expertise to the KCR leadership group. Clearly communicate expectations, action plans, and organizational priorities across teams. Promote a culture aligned with organizational mission, values, and professional standards.
• Coordination & Partnerships Collaborate with internal departments and external partners to support housing placement, stability, and program goals. Serve as a liaison with community agencies, local authorities, and service providers for housing-related matters. Coordinate outreach, recruitment, and engagement efforts to support occupancy and program success in collaboration with Housing Case Managers, program leaders and KCR Management.
• Fiscal & Administrative Oversight Support budget management, including monitoring expenditures and aligning resources with program needs and occupancy trends. Ensure responsible stewardship of financial processes related to rent, deposits, damages, and vendor contracts. Maintain accurate data systems and reporting (e.g., WBARS or other required platforms). Prepare reports, assessments, and program evaluations as requested (e.g., HOME, HUD, Dept. of Commerce, Dept. of Health, Kitsap County or internal KCR).
• Compliance, Risk Management & Safety Ensure compliance with all applicable federal, state, and local regulations (e.g., Fair Housing, ADA, Title IX, safety codes). Maintain confidentiality and integrity of sensitive tenant and financial information. Develop and implement systems to track compliance, risk, and property conditions. Lead or support emergency response protocols, incident documentation, and safety procedures. Promote a culture of safety, accountability, and regulatory compliance.
• Additional Responsibilities Conduct audits, inspections, and reporting as required by funders or regulatory bodies. Participate in organizational planning, program development, and continuous improvement efforts. Perform other duties as assigned in support of housing and organizational operations.
