The Property Manager is responsible for overseeing all functions of the property, ensuring smooth operations and effective management of tenant relations. This role includes supervising staff, handling tenant communications, performing annual certifications, submitting TRACS reports, preparing for REAC inspections, and managing the accounts receivable process. The Property Manager must have experience with Section 8 and Low-Income Housing Tax Credit (LIHTC) programs, as these are critical components of the role. The position is directly supervised by the Senior Property Manager of the region, providing a structured environment for professional growth and development. In this role, the Property Manager will be involved in various essential functions, including recommending and executing the eviction process when necessary, preparing the property for annual compliance audits, and implementing the SHP EIV policy. The Property Manager will also be responsible for collecting and recording rent, following up on delinquencies, and assisting in the preparation of specifications and bids for contractors. Monthly vouchers will be submitted to HUD through TRACS, and the Property Manager will assist in resolving any payment discrepancies. Regular inspections of common areas and tenant units are a key responsibility, as is the preparation for HUD REAC inspections. The Property Manager will handle all aspects of tenant certification, selection, recertification, and applications, while maintaining the Wait List according to HUD and SHP specifications. Coordination of tenant move-ins and move-outs, as well as handling tenant complaints and conducting tenant meetings, are also part of the role. Additionally, the Property Manager will assist the main office with the preparation of the annual budget and coordinate with the maintenance supervisor for the purchase of supplies. Management duties include hiring new staff for administrative and maintenance positions, supervising contract maintenance on-site, training and supporting staff, and preparing performance reviews, including salary increase recommendations. The Property Manager will also be responsible for preparing Performance Improvement Plans, as well as handling discipline and terminations when necessary.
