About The Position

The Property Maintenance Inspector is responsible for the enforcement of property maintenance and other related ordinances and codes pertaining to litter, overgrowth, abandoned vehicles, and dumpsites. The Property Maintenance Inspector is under the direction of the Building and Codes Director, or designee. Independent judgment is required to complete some tasks. Requirements

  • Ability to interpret and apply federal, state, and local policies, procedures, laws and regulations.
  • Ability to manage and prioritize multiple projects; ability to work independently and collaborative in nature.
  • Ability to independently operate standard office equipment, computers, etc.
  • Ability to take oral and written instructions.
  • Ability to respond to inquiries from the public and members of the business community both effectively and professionally, while providing excellence in customer service.
  • Ability to read and interpret simple plans and maps, including tax maps.
  • Ability to effectively communicate and interact with supervisors, members of the general public and all other groups involved in the activities of the department.
  • Knowledge of the geographic area of the City.
  • Create and maintain Word, Excel, and PowerPoint documents.
  • Ability to read and interpret construction plans and blueprints.
  • Ability to ascertain facts by personal contact, observation, and the examination of records.
  • Ability to explain and interpret pertinent provisions of laws, ordinances, codes and regulations.
  • Ability to enforce rules and regulations firm, tactfully, and impartially.
  • Knowledge of the basic concepts of housing construction.
  • Knowledge of basic fire safety regulations.
  • Knowledge of the procedures involved in reviewing and issuing permits.
  • Ability to inspect sites.
  • Ability to detect deviations from regulatory codes.
  • Ability to work with the public.
  • Ability to keep records and make operational reports.
  • Work may require the use of protective devices, such as hard hats and work boots.
  • Must possess and maintain a valid driving license through the State of Tennessee.
  • Minimum of 18 years of age.
  • Must possess a high school diploma or GED.
  • Must successfully pass a background check, pre-employment physical, and drug screen.
  • Certification in International Property Maintenance Code, (non-certified individual must obtain within one (1) year of hire date.)

Nice To Haves

  • Certification by ICC Property Maintenance Inspector desirable.

Responsibilities

  • Responds to citizen/customer complaints and requests, to include providing information, researching problems, implementing solutions, etc.
  • Performs on-site inspections of houses and property for conformance with applicable codes pertaining to overgrowth, abandoned vehicles, abandoned appliances, furniture, junk, litter, debris, and dumpsites.
  • Handles written and oral correspondence relative to code violations
  • Takes photographic evidence and documents each deficiency in detail.
  • Follows-up with re-inspections to verify compliance with regulations.
  • Takes corrective actions against code violators and issues citations for failure to comply with the code.
  • Makes court appearances to prosecute code violators
  • Orders removal of abandoned vehicles stored on property, including abandoned appliances, furniture, junk, trash and debris.
  • Maintains organized, accurate records and files
  • Answers the telephone; provides information and performs administrative duties
  • Returns calls as necessary.
  • Prepares and/or generates routine correspondence, letters, memoranda, forms, reports and other documents via computer or tablet.
  • Uses knowledge of various software programs to operate a computer in an effective and efficient manner.
  • Establish and maintain effective work relationships with those contacted in the performance of required duties.
  • Performs other duties as assigned
